Additional refrigeration training for Albanians - Thursday, May 8, 2014

28 - 30 April 2014 at Majestic Hotel, Durres, Albania

A refrigeration training on Good Practices was organized at the Majestic Hotel, Durres, Albania from 28 to 30 April 2014. In total, 28 technicians mainly from Durres city took part in this training and 24 of them received certificates after the final test. Almost all technicians work on site by performing  direct services to refrigeration and air conditioning appliances.

The following topics were addressed: Protection of the Ozone Layer,"Vienna Convention and Montreal Protocol, ODS Legislation - national response, HPMP at national level to phase out HCFCs. Lectures by professors from local universities were coordinated and the NOPIU staff shared their experience. The speech of Professor Angjelin Shtjefnilt was very well received covering the topic Review of basic concepts in RAC sector.

The participants showed a great interest, raised questions and held discussions after each presentation. Also Mr Skender Basha's presentation was very well received speaking about Synthetic HFCs as alternative refrigerants to HCFCs, and Natural refrigerants as alternative to HCFCs.

The second day continued with theoretical  presentations. The focus was mainly on Recovery, recycling and reclaim of refrigerants, and Review of tools and equipment used in servicing of refrigeration appliances. Participants were involved in lively discussions. All participants completed the second day with a theoretical test.

The third day was dedicated to practical sessions with groups. Each group performed practical exercises using all types of equipment from start to finish of the process. The third day was highly appreciated by the participants as it related directly to their everyday work.

Conclusions/ recommendations were reached and certificates issued to successful candidates.

Ozone Layer Protection talks in Minsk with current and future members of the Customs Union to enforce Montreal Protocol provisions

Delegations of the current members of the Customs Union between Belarus, Kazakhstan and Russia and those of the prospective future members Armenia, Kyrgyzstan and Tajikistan elaborated – after 3 days of intensive discussions in the plenary and bilateral working groups – a set of recommendations and action points on how to enforce Montreal Protocol provisions in terms of mandatory reporting of imports, exports, production and destruction of ozone-depleting substances, mandatory national import / export licensing systems for any type of ODS and trade restrictions with non-Parties.

Albanian technicians receive training in good practices in refrigeration - Tuesday, April 1, 2014

Tirana, 27 - 28 February 2014, ABA Business Center

The Ministry of Environment of Albania, together with the Albanian Association "Cooling, Heating Techniques and Environment Protection" and the United Nations Environment Programme (UNEP) organized a training workshop on Good Practices in Refrigeration Sector which was held in Tirana from 27 - 28 February 2014. This activity was carried out within the HCFC Phase-out Management Plan, Tranche 2.

The main objective of the training was to provide service technicians with practical skills on how to operate air conditioning systems properly. The participants were provided with information about the Montreal Protocol and its Amendments and instructed about Albania's obligations at national level to phase out HCFCs.

25 service technicians attended the workshop and 22 were given a certificate at the end of the training.

One day was dedicated to alternative refrigerants to HCFCs, good practices and understanding of recovery/ recycling of refrigerants by showing them tools and equipment that is used in refrigeration systems.

 The following day mainly involved practical training with an emphasis on efficiency.

This training was part of a comprehensive approach to reduce HCFC consumption in the refrigeration sector. Well trained service technicians are playing an important role in the implementation of the HCFC Phase-out Management Plan.



Exhibition booth and discussion forum on ozone-friendly technologies in Serbia - Tuesday, December 10, 2013

In cooperation with the Serbian Society for Heating, Refrigerating and Air Conditioning (SMEITS), the Serbian Ministry of Energy, Development and Environmental Protection, UNEP’s Regional Ozone Network for Europe & Central Asia (ECA network) organized an exhibition booth and discussion forum on ozone-and climate-friendly technologies during the 44th International Congress and Exhibition on Heating, Refrigerating and Air Conditioning in Belgrade, Serbia, 4-6 December 2013. The activity was part of the regional awareness activities of the ECA network and Serbia’s HCFC phase-out management plan.

The 1-day forum took place in the main conference room with English-Serbian interpretation and was well attended by more than 50 experts. The UNEP representativie presented the HCFC and HFC consumption trends and briefed the participants on the recent discussions related to the proposed phase-down of HFCs under the Montreal Protocol.

UNEP arranged the participation of RAC associations from Albania and Georgia. Representatives of academia and the private industry presented technology innovation and case studies as well as the status of the ongoing research on new refrigerants. The Ministry representative explained the current and future ODS legislation in Serbia and the representative from Macedonia FYR briefed the participants on the latest status of the revision of the EU regulation on fluorinated greenhouse gases (F-gas regulation).

All-Russian Congress for Environmental Protection Supported Use of Natural Refrigerants and Establishment of the HVAC&R Certification System

On December 2–4, the All-Russian Congress for Environmental Protection took place in the Russian Federation. This was one of recent large-scale events on the topic that culminated the year of the environment protection in Russia. The previous, third Congress was held 10 years ago, in 2003. Congress delegates heard the address of the Russian President Vladimir Putin and the Prime Minister Dmitry Medvedev. Twenty-two round tables and panel discussions on various topics were organized as part of the Congress. Representatives of UNIDO and UNIDO-Business working group took part in several, including panel discussion “Climate change: means of prevention, aftermath, adaptation to aftermath. Protection of the ozone layer” held on December 3. The Resolution of the IV All-Russian Congress for Environmental Protection was adopted by an overwhelming majority. The resolution will be publicly communicated online, and its implementation will be controlled by the Ministry of Natural Resources and Environment and the congress participants. The resolution includes the most important proposals on support to proliferation of natural refrigerants, including ammonia, training enhancement for HVAC&R technicians and establishment of the new certification system, submitted and seconded by UNIDO and UNIDO-Business working group. RUSSIAN ENVIRONMENT PROTECTION CONGRESS - summary video - Thursday, November 28, 2013
On the occasion of the IV ALL-RUSSIAN ENVIRONMENT PROTECTION CONGRESS, the Ministry of Natural Resources and Environment prepared a summary video on holding all-Russian competition “Protect the Ozone Layer and Earth Climate” in 2013.
In pursuance of the Russian President’s Decree No. 1157 “On conducting the Year of the Environmental Protection in the Russian Federation” of 10.08.2012, the competition was held among pupils and students of schools, secondary vocational and higher education institutions.
The organizers of the competition were the Ministry of Natural Resources and Environment, Ministry of Education and Science, UNIDO Centre for  Industrial Development in the Russian Federation.

Russian Federation: UNIDO/GEF-MNRE Training Course on Preventing Illegal ODS Importation - Tuesday, November 19, 2013
Experts from the Ministry of Interior (Main Office for Combating Economic and Corruption Crimes), the Federal Customs Service and the Russian Customs Academy received training on tools and methods for detecting ozone depleting substances (ODS). It took place 5-6 November 2013. The training curricula was developed by UNIDO, GEF and Ministry of Natural Resources and Environment of the Russian Federation and focused not only on combating illegal trade in ODS, but also informed on the Russian legislation related to ozone layer protection, data on ODS production and consumption, schemes of illegal ODS importation and procedures to be followed in case of their detection. UNIDO provided the manual "Preparing for HCFC phase-out: Fundamentals of Uses, Alternatives, Implications and Funding" as well as a specical training kit and posters to the future instructors. Serbian Customs Officers & Environment Inspectors trained to control HCFC consumption - Friday, October 18, 2013

Serbia, 17 October 2013 - The Ministry of Energy, Development and Environmental Protection of the Republic of Serbia and United Nations Environment Programme (UNEP) organised a National Training of Customs Officers and Environment Inspectors to control the hydrochlorofluorocarbons (HCFC) consumption in the Republic of Serbia from 14-16 October 2013. Start-up meeting for implementation of Regional Strategy for ODS Waste Management & Disposal in ECA - Wednesday, October 16, 2013
Vienna, 12 October 2013 – The United Nations Environment Programme (UNEP) and the United Nations Industrial Development Organisation (UNIDO) have organised the Start-up meeting for implementation of the Regional Strategy for Ozone Depleting Substances (ODS) Waste Management and Disposal in the Europe and Central Asia (ECA) Region from 9-11 October in Vienna, Austria. Balkan countries and Turkey striving for ozone layer & climate protection - Thursday, October 3, 2013
Zadar / Zagreb, 24 September 2013 - The Balkan countries and Turkey are doing well in terms of Montreal Protocol implementation. According to the reported consumption data for 2012, all of them comply with the phase-out schedules for ozone-depleting substances (ODS) and have import / export licensing systems in place to monitor & control ODS trade. Environmental instruments to promote alternatives to ODS and ODS-based equipment - Thursday, July 4, 2013

Macedonia FYR's Environment Law published in 2005 foresees charges for import and export of ozone-depleting substances and used refrigerators, freezers and other cooling and freezing appliances. The Amendment to the Law on Environment published in 2010 adds  charges per kW cooling capacity of air-conditioners and increases the environment charge for HCFCs from 6 den/kg (approx. 0,13 USD/kg) to 62 den/kg (approx. 1,32 USD/kg ). Croatia established its Environmental Protection and Energy Efficiency Fund in January 2004 under the provisions of the Environmental Protection Act in order to ensure additional resources for financing activities in the field of environment protection, sustainable consumption, energy efficiency and use of renewable energy sources. The Fund may also provide co-funding for international projects in the field of environmental protection and energy efficiency. For details please click here.

New publication - Enforcement Strategies for Preventing Illegal Trade in HCFCs and Methyl Bromide - Wednesday, July 3, 2013

The joint UNEP / INECE publication "Enforcement Strategies for Preventing the Illegal Trade in HCFCs and Methyl Bromide" highlights the importance of national enforcement against illegal trade in ensuring reductions in the emission of chemicals that damage both the ozone layer and the global climate system. The publication provides detailed anti-smuggling guidance and comes at a time when countries are making large reductions in the production and consumption of climate and ozone damaging hydrochlorofluorocarbons (HCFCs) and methyl bromide consistent with their obligations under the Montreal Protocol.  Click here to view or download booklet

Strengthening Turkey's institutional capacity to implement the Montreal Protocol - Wednesday, June 19, 2013

10 years of networking and mutual support between Montreal Protocol Parties in Europe & Central Asia - Thursday, June 6, 2013

Paris, 3 June 2013 - The annual meeting of the Regional Ozone Network for Europe and Central Asia (ECA) held in Ohrid, Macedonia FYR, from 21-23 May 2013 was jointly organized by the Macedonian Ministry of Environment and Physical Planning and UNEP DTIE OzonAction.

The meeting was opened by Excellency Abdilaqim Ademi, Minister of Environment and Physical Planning, Excellency Zoran Petrov, Deputy-Minister of Foreign Affairs, Excellency Marco Gonzales, Executive Secretary of the Ozone Secretariat, Mr. Marin Kocov, Head of the National Ozone Center and UNEP's Regional Network Coordinator, Mr. Halvart Koeppen. WED, 5 June: Think-Eat-Save: Efficient food cold chains can contribute to avoid food losses/wastage - Wednesday, April 17, 2013
With an expected population of over 9 billion by 2050, food security will remain one of the world’s major challenges. The need to minimize food losses during production, transport and storage and to avoid wastage at the consumer level is increasingly being recognized. According to the United Nations Food and Agriculture Organization (FAO), roughly one third of the food produced in the world for human consumption every year — approximately 1.3 billion tonnes — gets lost or wasted (www.fao.org/save-food/en/).

First of all, food losses and wastage affect the food supply of the people. But it also means that the resources used in the production of the food are lost. Food waste leads to wasteful use of chemicals such as fertilizers and pesticides, more fuel used for transportation, and more rotting food on the landfills creating methane – a potent greenhouse gas that contributes to climate change. For that reason, this year’s World Environment Day (WED) encourages people to reduce their FOODprint (See www.unep.org/wed/about/). 

More efficient food cold chains could significantly contribute to avoiding food losses and wastage. Initiatives such as the European Commission funded project “Food refrigeration innovation for food cold chain and energy management” (www.frisbee-project.eu) promote technology innovation and energy-efficiency of cold chain refrigeration. Promising technologies such as partial freezing (5-20% freezing) or super-chilling (20-30% freezing) have the potential of increasing shelf-life. Further research is investigating the cooling effects of nano-particles incorporated into food packaging or walls of refrigeration equipment. For the first time, a cold chain database with more than 9000 data sets has been established and stakeholders contributing to the database have free access to all data. Data have also been collected through anonymous sensors which were attached to the food product and passing through the food chain. Consumers were requested to send these sensors back.

The International Institute of Refrigeration (www.iifiir.org) recognized the need to further develop efficient cold chains in order to save harvests, to avoid waste and to protect public health while taking into account environmental considerations and energy efficiency. In particular in developing countries, which count for more that 80% of the world’s population, food cold chains are often not existing or not working efficiently. The 2nd IIR International Conference on Sustainability and the Cold Chain took place in Paris, France, 2-4 April 2013 in cooperation with the French Refrigeration Association (www.aff.asso.fr), Cemafroid (www.cemafroid.fr) and the National Research Institute of Science and Technology for environment and Agriculture (www.irstea.fr). International experts presented more than 100 research papers and case studies. Selected highlights of the conference are available in English and Russian.

Updating 2013 data on iPIC online - Friday, February 1, 2013

Countries are reminded to update the 2013 data in iPIC online. As you may know this exercise is a voluntary and informal system of information exchange on intended trade between the authorities in importing and exporting countries that are responsible for issuing ODS trade licenses.  Therefore we would like to encourage countries to become iPIC-friendly and use this tool before issuing export or import licenses.

Countries are also required to verify the contact details of the designated iPIC focal points and make the necessary amendments if required.  Please note that some of the iPIC focal points have not yet activated their contacts (those marked with a red bullet in iPIC online).
