Phase II Planning - Harmonization of Laws

1. Leverage donor and political support to assist in implementation and support NEMAs 

2. Develop guidelines for better tracking of project impacts through participatory monitoring and evaluation activities which include the use of logical framework analysis, objectively verifiable indicators and regular reporting.  

3. Establish criteria for prioritizing drafting needs  

4. Provide framework for integrating institution needs with legislation  

5. Develop background study on environmental institutions framework  

6. Develop background study for compliance framework 

7. Develop an environmental policy and law training programme in national tertiary institutions
