6.2 Planning Standards

There are several areas to consider when developing planning standards, and some of these considerations are outlined below.

6.2.1 Industrial Land

Principles for locating sites include:

 good transport links;
 proximity to high density residential areas;
 dispersal in various parts of the urban area;
 they should be on relatively flat land; and,
 soil characteristics (stable foundations).

Most of the flat areas were swamps and poorly drained areas, some of which are at present forest reserves. The present major industrial areas of Nalukolongo, Kinawataka, Nabisasiro, Ntinda/Nakawa of Kampala are in wetlands contrary to current environmental legislation.

The projected space requirements are determined by projected future population and an assumed density of employees per hectare. In the 1994 Structure Plan, the assumed density was 50 - 100 workers per hectare.
Unfortunately, very small-scale industries widely scattered in the commercial and residential districts were not provided for.

6.2.2 Residential Land-Use

Housing in urban areas takes the greater proportion of land in relation to other urban activity areas, often over 35%.
