SCP Policies and the 10YFP

UNEP has since 2011 partnered with the European Union to prioritise a regional approach on mainstreaming SCP and resource efficiency to enable countries to make the shift and decouple environmental degradation from economic growth. This partnerships has so far focused on the Asia-Pacific, Mediterranean, and African regions. UNEP has become an integral partner in this work, to advance SCP in regional and national policy frameworks, leading the policy support components within the three existing SWITCH programmes, providing technical assistance and policy advocacy for resource efficiency at regional and national levels and linking to broader frameworks, such as the Rio+20 10YFP on SCP.

At the global level:

The 10 Years Framework Programmes on SCP

The 10-Year Framework of Programmes on Sustainable Consumption and Production (10YFP on SCP) aims at enhancing international cooperation to support regional and national initiatives to accelerate the shift towards SCP. It involves all countries, with developed countries taking the lead and with all countries benefiting from the process. The framework encourages and facilitates collaboration, innovation and action. It provides financial and technical assistance and capacity building to developing countries to support the implementation of SCP.

At the regional level:

SWITCH‐Asia was launched in 2011

This EU-funded programme conducts research and regional policy advocacy to mainstream SCP and resource efficiency into policy agendas. SWITCH-Asia provides technical assistance to policymakers in 19 countries eligible for the EU SWITCH-Asia Programme with direct policy support in Bhutan, Cambodia, China, India, Lao PDR, Myanmar, Nepal, Pakistan and Viet Nam.

SWITCH‐Med was launched in 2012  

This EU-funded programme is providing technical assistance to countries of the southern Mediterranean (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the Occupied Palestinian territory, (Syria) and Tunisia) to develop and implement policies to “Switch” to SCP, promoting resource efficiency among consumers, small and medium‐sized enterprises and Mediterranean policy‐makers.

SWITCH‐Africa Green was launched in 2014

This EU-funded programme will assist six African (Burkina Faso, Ghana, Kenya, Mauritius, South Africa and Uganda) countries to mainstream SCP policies into national governance enabling the countries to make the “Switch” to SCP and Green Economy.
