Result 1: Nairobi River Basin environmental management and urban planning systems developed and accepted.
An all-encompassing situational analysis of the Nairobi River Basin will be carried out to strengthen the Environmental Management Information System (EMIS) developed in Phase I, which will in turn be used to inform the development of the proposed Integrated Environmental Management and Urban Plan (EMUP).

>> Activities

A co-ordination framework for environmental and urban planning will be defined and a needs assessment carried out, in order to support a capacity-building programme that will ensure that the integrated environmental management and urban planning systems developed are executed effectively by stakeholders with the support of UN lead agencies. This comprehensive environmental diagnostic survey will collect and collate environmental information and create a database on spatial distribution in order to inform the Nairobi River Basin Environmental Management Planning process. The database will also be designed to support institutional capacity building and skills development.

Result 2: Nairobi Dam rehabilitated and restored.
Land survey and demarcation will be carried out to determine how much of the designated land for the Nairobi Dam has been illegally acquired. Survey results will provide the basis for reclamation of lost land around the dam and its adjacent riparian areas.

>> Activities

The land survey and landscaping of the Nairobi Dam, including its riparian boundaries, will be a major pre-requisite for the de-silting process aimed at restoring and rehabilitating the dam to its designed functions of a major urban reservoir for emergency water supply and recreation. An Environmental Impact Assessment (EIA) of the dam will be carried out to identify significant impacts of proposed engineering interventions for the restoration and rehabilitation operations. A Nairobi Dam Management Plan will be formulated to address, amongst other things, the problems of siltation and uncollected waste draining into the dam. The Plan will incorporate an investment plan with a socio-economic component for micro-enterprise development and regeneration. Friends of Nairobi Dam Association (FoNDa) will implement the Plan.

Result 3
: Water quantity and quality measuring protocols developed and tested.

A harmonised and standardised system will be agreed upon for the monitoring and assessment of the Nairobi River water quantity and quality. This system will be tested using existing infrastructure to monitor river flows and water quality-monitoring equipment of the Ministry of WRMD and the NCC, which are assumed to function according approved standards and prescribed sampling protocol.

>> Activities

A network of hydrologists and water quality monitoring agencies within the Nairobi River Basin will dialogue and share information to develop a harmonised monitoring protocol on water quantity and quality. A training programme will be conducted for managers of data generated during the testing of the protocol, and a system established to ensure the long-term monitoring of water quantity and quality. The information generated will inform decision-making processes and support corrective measures aimed at improving the management of the Nairobi River system.

Result 4:
Service delivery, environmental conservation and sustainable utilization of resources enhanced.

A combination of activities will be formulated to improve service delivery based on identified needs.

>> Activities

Action plans will be derived from the developed integrated environmental management and urban planning guidelines.

These action plans will be community-based, with the express purpose of achieving environmental conservation, and monitoring the improvement and change in status of the riverine biodiversity. Specific action plans will also target commerce and industry, reminding corporations of their wider social responsibilities and encouraging them to embrace sound resource conservation and improved waste management regimes, especially recycling and treatment.

The private sector represented by NCBDA, KAM, KEPSA, and NCC will be prime movers for this purpose.

Result 5:
Public awareness and participation in environmental issues affecting Nairobi River Basin enhanced.

This is a cross-cutting activity that will touch and support every result area of NRBP. In designing the information packages, it will be important to ensure that these packages incorporate awareness components for the entire NRBP. This process will be informed by, amongst others, the Water Sector Reform Information and Communication Strategy of the Ministry of Water Resources Management and Development. The environmental education curriculum initiated during phases I and II of the Nairobi River Basin Project will be progressed further to address formal, non-formal, and informal education initiatives. The existing NRBP website will also be continuously upgraded and new information uploaded to show the current status of the Nairobi River Basin Programme.
