High-level Launch of the African 10-YFP
The High-level Launch of The African 10-Year Framework Programme (10-YFP) on Sustainable Consumption and Production (SCP) was held on 29 May 2006 at the United Nations Conference Center in Addis Ababa in the presence of His Excellency Mr. Girma Woldeghiorgis, President of the Federal Democratic Republic of Ethiopia, Ambassadors and high-level representatives of Regional Organizations and International Development Partners.  The High-level Launch Session was jointly organized by the African Union, the United Nations Economic Commission for Africa (UNECA) and the United Nations Environment Programme (UNEP) with an objective of informing the high-level representatives of African countries and development partners about the African 10YFP and catalyze the required political commitment and support at the national, regional and international level for the further development and implementation of the African 10-Year Framework Programme. 

 
Establishment of the Regional Steering Committee
A Regional Steering Committee that guides the further development and implementation of the African 10-YFP was established in June 2006. The Steering Committee is composed of representatives of three UN Agencies, two regional organizations, and two development partners. The Regional Steering committee has met twice since its establishment and provided guidance on the follow-up activities in the African 10-YFP.

Initiatives, projects and activities of the African 10-YFP

Marrakech Task Force on Cooperation with Africa

The African Ministerial Conference on Environment (AMCEN) called upon its development partners to provide support to them activities and programmes included in the approved African 10-YFP on Sustainable Consumption and Production (SCP). Taking into consideration this background, the Marrakech Task Force on Cooperation with Africa has been set up to pursue the development of the 10-YFP on SCP (the so-called Marrakech Process) in Africa.

The Marrakech Task Force on Cooperation with Africa initiated the following projects and activities:

a) Development of an African Eco-labelling Scheme

The objective of this project is to develop an African Eco-labelling Scheme that promotes appropriate environmental and health related standards within the design and production of African products and to promote better markets access for African products on regional and global markets. The project envisions that once the eco-label scheme is developed, industries and business operating in the region could use it in improving their product profile and increasing their market share. b) Support on the development of national/city-wide 10-Year Framework Programmes on Sustainable Consumption and Production in Africa

The overall objective of this activity is to promote the further elaboration of the African 10-YFP on SCP for selected pilot countries and cities and to generate region-specific experience that could be replicated in other countries. The specific objectives are to promote better understanding of the key issues related to SCP and to enhance institutional capacity at national and city level; to identify the key priority areas that need to be addressed at national and city level and provide a framework for the development and implementation of specific activities that promote SCP; and to generate region-specific knowledge on how to develop and implement programmes and activities related to SCP.

c) Report on Best Practice on SCP in Africa

One of the activity that was identified by the Fourth African Roundtable on Sustainable Consumption and Production (ARSCP-4) under the knowledge management component was a compendium of best practices covering the key priority areas of the African 10-YFP on SCP. The objective of the activity is to provide information on selected practices in different parts of the region, and to disseminate the report in order to promote best practices that could be replicated in African countries.

d) Discussion paper on on the opportunities and challenges of promoting SCP through leapfrogging in Africa

The objective of this activity is to conduct a review of existing cases of leapfrogging in Africa that promote SCP, to identify the major sectors in which the role of leapfrogging could be further enhanced, to identify the key elements of the enabling conditions that facilitate the process of leapfrogging, and to make recommendations on how countries could maximize their potential benefits from such a transition. The outcome will be a report on the opportunities and challenges of promoting SCP through leapfrogging in Africa. The report will be available soon.
