1. The launching of the Uganda’s National Cleaner Production Center, Kampala, 15th March 2003.

UNEP’s Regional Office for Africa took part to the launching of the Uganda’s NCPC which was organized by National Cleaner production Center of Uganda (UCPC). The ceremony was opened by the Minister of state for Industry and technology. About 200 participants attended the ceremony, mainly government representatives (Environment, and Industry), NGOs, private sector, environmental consultants, facilitating organizations. The ceremony recalled the process of the establishment of the UCPC and the activities that have been carried-out since its creation in march 2001. A statement on behalf of UNEP was given recalling the work of UNEP on CP and CP financing, over the past four years. Then representatives from the industry sector presented their successful experiences and the benefit that they had in adopting cleaner production. The signing ceremony took place at the same venue where more than 50 signatories were collected from various representatives, industry, governments, facilitating organization

2. UNEP- Regional Office for Africa helps setting up a financial facility for Cleaner Production Projects in Kenya, Tanzania and Uganda

Nairobi, 19 March 2003, Thirty representatives from financial institutions, insurance companies and Clean Production centres in Kenya, Tanzania and Uganda are meeting today to assess the effectiveness of a revolving Fund to facilitate cleaner production investments in East Africa. The one-day workshop was organised by the United Nations Environment Programme (UNEP) at the UN Headquarters in Nairobi, to address this and other challenges faced by the Small and Medium Enterprises in rising funding for the CP Investments, strong demand was expressed for a special CP financing facility to catalyse implementation of CP investments in Africa.

The workshop comes after discussions with some financial Institutions in the three countries and the progress monitored during negotiations with the African Development Bank (ADB), who is the future host of the revolving fund. However, to address this and other challenges faced by the Small and Medium Enterprises in rising funding for the CP Investments, strong demand was expressed for a special CP financing facility to catalyse implementation of CP investments in Africa.

The workshop take stock of inputs from partners that are critical to the success of the future revolving fund for cleaner productions projects investment in East Africa (policy makers, financial institutions, cleaner production Centres and African Development Bank) before presenting the concept to potential donors.

The financing facility is expected to be revolving in nature, managed at regional level. Business Development Service Providers {National Cleaner Production Centres (NCPCs) and Consultants} will work closely with industry at country level - to identify, develop and implement cleaner production investments. They will also work very closely with local participating financial institutions, which will carry out the due diligence and approve lending on project proposals submitted to them by the NCPCs.
Mr. Klaus Toepfer, the Executive Director of UNEP said: “Striking a balance between economic development and sustainability for the growing number of people remains the major environment and development challenge. The two are intricately integrated and require a coherent regional approach for their solution. This calls for strong partnerships with Governments, Industry, Financial Institutions, Civil Society and the Donor Community”.


3. ROA toward the establishment of an institutional mechanism for Africa Round-table on Cleaner Production, to promote cleaner production and sustainable consumption in Africa.

The proposed project that will be supported by the Norwegian Government for 3 years (1.6 MUSD) intends to support the UNEP’s Regional Office for Africa to take the initial responsibility of hosting the Secretariat of the Africa Roundtable. The Secretariat will be responsible for developing the institutional mechanism that would enable establishment of the Round Table as a self-sustaining institution in due course. In addition, the Secretariat will be responsible for carrying out the related activities (roundtables, CP financing training, development and implementation of CP projects, workshops, etc…). The Division of Technology, Industry and Economics will provide the substantive support. The secretariat will require support for three years to carry out this programme. Within this period it is expected that the Secretariat would have built up enough expertise and capability to function on a self-sustaining basis.. On the other hand the process will put emphasize on the use of the experiences and the expertise of the NCPCs already established.

This process will highlight the benefits of introducing cleaner production practices, processes, products and services at national level. This will pave the way for allowing the governments and stakeholders to appreciate the importance of establishing National Cleaner Production Centres (NCPC) as a vehicle towards the attainment of sustainable development.

4. Upcoming events on sustainable Tourism

  • Communication strategies and tools to raise tourist awareness of responsible
    holiday-making in coral reef destinations (Kenya) date non fixed yet???
    The workshop will aim at providing useful and practical information to tourism industry players, on the most effective techniques and messages to support their communication efforts promoting coral reef conservation and responsible behavior among their clients. Information and samples of the existing communication tools will also be made available to participants.
  • Regional Workshops in Africa (south Africa, September 2003) focusing on Ecotourism policy development and implementation, as a follow up to the International Year of Ecotourism.
