Mr. Douglas Hykle is the Senior Advisor to the Convention on Migratory Species (CMS), and Coordinator of the Indian Ocean – South-East Asian Marine Turtle Memorandum of Understanding. Before relocating to Thailand in 2003 to establish a new regional office of CMS, he served as Deputy Executive Secretary of the global convention, headquartered in Bonn, Germany. Since the early 1990s, Mr. Hykle has overseen the development and implementation of numerous international agreements that aim to conserve migratory species of wild animals. He was responsible for introducing the use of intergovernmental memoranda of understanding under CMS, an innovative conservation tool that has since been applied to a wide array of species groups. Prior to his association with CMS, he served in the Secretariat of the Convention on International Trade in Endangered Species (CITES). His career with UNEP spans nearly 25 years, with a particular interest in biodiversity conservation, environmental governance and knowledge management.
