The Bali Strategic Plan (BSP) for Technology and Capacity building is considered to be a cornerstone of the work of UNEP. It serves as the umbrella framework for “coherent, coordinated and effective delivery of environmental capacity-building and technical support activities” in response to well defined country priorities and needs. BSP establishes South-South Cooperation as a key mechanism for implementation of the plan and in particular, the achievement of capacity-building objectives set forth.
At the global level, South-South Cooperation is recognized as a key mechanism for the development of countries of the south. |
