Air pollutants and greenhouse gases are often emitted by the same sources, and, therefore, a single set of technologies or policy measures (an integrated approach) has co-benefits for emission reduction. However, there are situations when energy efficiency improvements may have limited or negative impact on the release of air pollutants
(trade-offs). These benefits and trade-offs are of interest to GEF’s mandate and objectives for climate change mitigation and chemicals management.
In this 51 page report, STAP addresses the question of whether the implementation of Best Available Techniques and Best Environmental Practices (BAT/BEP) for management of persistent organic pollutants (POPs) have positive effects on greenhouse gas (GHG) emissions, or whether there are trade-offs. It provides advice on how the GEF can use BAT and BEP to deliver Global Environmental Benefits.

Who is the report for?
The Advisory Document is for the GEF family including the GEF Council, Secretariat, GEF agencies, and recipient countries who are involved in implementing the UN Framework Convention on Climate Change and the Stockholm Convention on POPs. It is intended to be used to:
- Inform the GEF Council on the relationship between management of unintentionally produced POPs and climate change mitigation
- Inform the design of projects by GEF agencies
- Assist the GEF Secretariat and Science Panel in assessing and screening project proposals.
