Benefits and Trade-Offs Between Energy Conservation and Releases of Unintentionally Produced Persistent Organic Pollutants

  • This Technical Report, commissioned by the Scientific and Technical Advisory Panel (STAP), is the Technical Annex to STAP’s Conclusions and Recommendations to the Global Environment Facility regarding the relationship between management of uPOPs and climate change mitigation strategies in GEF operations. This Report also addresses recipient country needs in capturing multiple benefits of the Strategic Approach to International Chemicals Management (SAICM). Specifically, the report  addresses the question as to whether implementation of best available techniques and best environmental practices (BAT/BEP) in the context of the Stockholm Convention has synergistic effects on GHG emissions or whether there are trade-offs.
