Technical Support to Countries on data to support the preparation of NAPAs. Nairobi, Kenya - 30 August - 02 September, 2006.

Scope of the Workshop

Several countries preparing their National Adaptation Programmes of Action (NAPAs) have prepared draft reports and are close to finalizing their action plans. Based on an analysis of these reports, the scope of the workshop was defined to respond to emerging needs.  This four day workshop was organized by UNITAR and UNEP and was funded through a Danish grant (through UNITAR), through country NAPA budgets, and through in-kind support from UNEP.

Technical support for the various sessions was provided by the Stockholm Environment Institute, Mud Springs, ENDA TM (Dakar), The Miombo Network (Lilongwe), The Least Developed Countries Center (Kampala), UNEP and UNDP.

Scope of Workshop

The Objective of the workshop was to strengthen the use of climate change and socio-economic data in the NAPA documents, and including the project profiles.

Hands-on training (through inter-active sessions) assisted in the refinement and finalization of NAPA documents. The workshop helped country teams to refine the logical flow that underpins their respective NAPA documents, identify gaps in requisite data, and provide training in tools to supplement the information/data required to support the selection of NAPA priorities recommended for implementation.

The workshop agenda was designed to first identify gaps in the draft NAPA documents and develop supporting information to form a stronger rationale for the selected priorities.  Then, three parallel working groups were held during two days on vulnerability analysis, data supplementation and logical flows. The last day consisted of reviewing the information received during the training, identifying specific follow-up needs including a workplan for each country on follow-up needs.

Outputs:
(a) Strengthened NAPA documents with a clear logical argument and vulnerability assessment,
(b) Data and maps which can be used as supplemental information to support the NAPAs,
(c) Identification of gaps to be addressed as follow-up to the meeting and a plan on how to address them.

Outline of the workshop

The workshop comprises several streams of activities:

  1. Plenary presentations by UNEP and UNDP on objective of the workshop and anticipated outcomes and introductions to the methodologies to be used during the workshop,
  2. Identification of gaps and strengths in each NAPA, depending at the stage at which the country is,
  3. A session on the logical flow of arguments presented to justify priorities. Resource persons helped country experts formulate the problem to be addressed and apply criteria to prioritize the project profiles.
  4. Learning AWhere (software), relying on presentations of AWhere, tutorials and hands-on work in small groups.  Each country team will produce maps that can be used for their NAPA.
  5. Revising NAPAs based on the gaps identified and information gained during the workshop, and planning ahead: National teams/expert agencies/group will met during the last day to plan the next steps to finalize NAPA documents with local and international expertise over the next 1-3 months in countries where it is needed.
