The Ministry of the Environment, established in December 1988, operates on three different levels - national, regional and local. Vehicular air pollution is a severe problem in Israel. It affects large segments of the population in both densely populated metropolitan areas and in inland areas, which are exposed to secondary pollutants such as ozone.

A government decision taken in 2002 called on the Minister of the Environment, along with a committee of director-generals of relevant government ministries, to prepare an action plan on the reduction of air pollution from transportation sources and to present it to the government for approval.

The Vehicle Emission Control Center of Ministry of Environmental Protection, China (VECC-MEP) was established by MEP in 1997 to provide technical support and management of Chinese national vehicle emission control strategies, policies, and standards. VECC-MEP's responsibilities include: to conduct technical reviews of new vehicles' emissions tests and grant Type Approval for production; to set up and manage Chinese vehicle emission databases and inventories; to manage vehicle emission in-use compliance programs; to manage and register transportation fuels and additives; to conduct public outreach programs to encourage the purchase and use of environmentally-friendly vehicles; to evaluate and supervise vehicle emission inspection organizations; to conduct training courses for local environmental protection bureaus; and to arbitrate technical disputes regarding vehicle emission measurement.

The Ministry of Environment is the primary government body in the Republic of Korea responsible for the overall protection of Koreas environment. The Ministrys activities currently focus on improving the ambient environment (managing waste, securing and delivering clean water, ensuring air quality, and protecting ecosystems), harmonizing environmental and economic policymaking, and enhancing international cooperation on transboundary and global environmental challenges such as the yellow sand storm and climate change.
