CEDARE was established in 1992 as an international inter-governmental organization with diplomatic status, in response to a call for a regional centre of excellence, and upon the initiative of the Arab Republic of Egypt, the United Nations Development Programme (UNDP) and the Arab Fund for Economic and Social Development (AFESD). CEDARE works best as a "force multiplier". Its mission is to provide leadership and advocate sound governance for environmental protection, through building human resources and institutional capacity, advancing applied research and environmentally friendly technologies and acting as a catalyst to enhance collaborative action.
CEDARE has worked with the PCFV since September 2011 when they coordinated, as a partner, a two day Regional Middle East Cleaner Fuels & Vehicles for Clean Air Policy Forum in Cairo Egypt. CEDARE acted as both as a logistical partner and workshop network partner in this important meeting. In April 2011 CEDARE, in conjunction with the PCFV, also hosted a technical and policy workshop attended by senior Iraq government officials on lead phase out.
