China
 China Clean Fuels Summit 2011
 PCFV participated and presented at the China Clean Fuels Summit on 5 – 6 September 2011, Beijing, China. The summit was jointly organised by Asian Clean Fuels Association (ACFA) and China National Chemical Information Centre (CNCIC).
China has made significant strides in the past decade in embracing and developing clean fuels as part of its transportation energy mix. The summit addressed a number of key questions facing the fuels industry: A year or two from now, what will the clean fuel environment in China look like? Where are government policies heading and what implications will this have on your business in the medium to long term? Can China’s refineries meet the new National IV fuel quality specifications? What is the future of transportation fuels in China? What are the challenges and opportunities for the public and private sectors?
The PCFV has been working in China with the Ministry of Environmental, China (MEP), a PCFV partner, and the Vehicles Emission Control Center (VECC) on clean fuels and vehicles.
MEP - PCFV Workshop on Ultra-Low Sulfur and Low Carbon Vehicle Fuels, China, 29 – 30 July 2010
 Co-sponsored by the Ministry of Environmental Protection of China (MEP) and the Partnership for Clean Fuels and Vehicles (UNEP-PCFV), the International Workshop on Ultra-Low Sulfur and Low Carbon Vehicle Fuels was held in Beijing on 29 - 30 July 2010. More than 80 representatives from government, international organizations, institutes and private enterprise participated in discussions on promoting ultra-low sulfur and low carbon vehicle fuels, improving air quality, enforcement and other related issues.
The Third Ministry of Environmental Protection (China) and the Environmental Protection Agency (US EPA) international workshop on vehicle emission control - October 23, 2009
 On October 23 2009, the Ministry of Environmental Protection(China) and the Environmental Protection Agency (US EPA) hosted a joint international workshop on vehicle emission control in Beijing. Sessions included presentations and discussions on: Vehicle emission control, highlighting progress in China, USA and other countries; China's energy and environmental protection policies on motor vehicles and the development of the Chinese motor vehicle industry; Clean fuels and vehicles and their impacts on air quality and energy needs; Vehicle emission control and management. The Partnership for Clean Fuels and Vehicles was invited to express their views and provide a global outlook on thiscritical issue.
North korea
Lead Phase-Out Training for the Democratic People’s Republic of Korea
 At the invitation of the Ministry of Land and Environment Protection of the Democratic People’s Republic of Korea (DPRK), UNEP conducted a training workshop on phasing out leaded additives from gasoline. Several other key transport issues and related recommendations were also covered. The workshop was held 24 – 26 January 2011 in Pyongyang for 35 participants from a variety of ministries and institutes.
The UNEP team comprised of the PCFV Focal point for Asia-Pacific, Ms Vered Ehsani, and Mr Purna Rajbhandari from UNEP’s Regional Resource Center for Asia and the Pacific (RRC.AP). PCFV provided 5 presentations: 1) a general overview of transport issues and an introduction to the work of UNEP’s Transport Unit; 2) fuel quality issues, specifically unleaded, low Sulphur fuel; 3) cleaner, more efficient vehicles, with an introduction to the Global Fuel Economy Initiative; 4) public and non-motorised transport; and 5) suggested recommendations. There was a presentation from DPRK providing information on the public transport systems in place, road design criteria used and other basic information.
A number of recommendations were made, in particular: phase out leaded fuel; find affordable alternatives to raise the Octane level; set vehicle emission standards, possibly using the China standards as a model; develop a train (or possibly a Bus Rapid Transit) to connect the satellite cities and suburbs to the city centre (the current buses and trolleys aren’t enough to meet demand); provide protected bike lanes as part of the road design standard; raise awareness about these issues; and promote public transport. The workshop participants agreed on an action plan, including an assessment to compile basic information on fuel quality.
Bangladesh

A one day PCFV workshop was held in Dhaka, organised by the Department of Environment, in collaboration with PCFV. The focus was on fuel quality issues and the inputs for a road map for cleaner fuels and vehicles.
Myanmar
Initial Discussions on Lead Phase Out in Myanmar - June 7, 2010
 At the invitation of the National Commission for Environmental Affairs (NCEA) of Myanmar, the Partnership for Clean Fuels and Vehicles (PCFV) met with the Ministries of Health, Transport, Forestry (which houses the NCEA) and Energy to discuss fuel quality issues. The UNEP team comprised of the PCFV Focal point for Asia-Pacific, Ms Vered Ehsani, and two staff from UNEP’s Regional Resource Center for Asia and the Pacific (RRC.AP), Ms Wah Wah Htoo and Tin Aung Moe.
The informative meeting was held on 7 June 2010 in Nay Pyi Taw, Mynamar’s new capital city. All participants indicated their strong interest to engage with UNEP on a national phase-out of leaded gasoline. Myanmar currently has both leaded and unleaded gasoline. As a follow-up to this initial meeting, the PCFV offered to support the Myanmar government in developing a national road map for cleaner fuels and vehicles, an offer that was welcomed by the officials.
In addition, the PCFV also met with the country offices of UNDP and UN-Habitat to discuss collaboration for PCFV activities in Myanmar under the “One UN” theme. Consultations were also held with UNEP RRC.AP in Thailand. The UNEP team included Ms. Vered Ehsani, PCFV Focal point for Asia-Pacific, Ms. Wah Wah Htoo and Mr. Tin Aung Moe, both representing AIT/UNEP RRC.AP.
Philippines
National Clean Fuels and Vehicles Workshop - 16 November 2009, Philippines
 In the Philippines, a national workshop with about 60-70 participants from different sectors (government, auto and oil industries, civil society) was held on 16 November 2009 in Metro Manila. The workshop was being organized by the Philippine Department of Energy, in order to develop an action plan for cleaner fuels and vehicles in the Philippines with the aim of adopting Euro IV standards. The Clean Air Initiative for Asian Cities (CAI-Asia) Center and the UNEP-hosted Partnership for Clean Fuels and Vehicles (PCFV) actively supported DOE in preparations for the workshop. International speakers were invited to share experiences of other countries in moving towards cleaner fuels and vehicles.
Vietnam
National Clean Fuels and Vehicles Workshop - 17 November 2009
 A workshop with participants from the local and national government agencies, the academe and the private sector was held on 17 November 2009 in Hai Phong, Vietnam. The workshop was organized by the Pollution Control Department of the Ministry of Natural Resources and Environment of Vietnam, with support from the Vietnam Clean Air Partnership (VCAP), Clean Air Initiative for Asian Cities (CAI-Asia) Center, and the UNEP-hosted Partnership for Clean Fuels and Vehicles (PCFV). The main focus of the workshop was to consult stakeholders on a draft work plan for fuel quality improvement and vehicle emission standards in Viet Nam. International and local experts gave presentations which laid down the context for moving towards cleaner fuels and vehicles.
