Human rights and gender equality

UN Environment's Evaluation Office adheres to all aspects of the UN Environmental Group Norms and Standards. In August 2014, United Nations Evaluation Group published a guidance document on Integrating Human Rights and Gender Equality in Evaluations and UN Environment revised its evaluation Terms of Reference accordingly in order to ensure that gender equality and human rights are adequately addressed in all evaluation reports produced by the office. Consultants are encouraged to familiarise themselves with the document as it provides useful guidelines on the Gender and Human Rights aspects to consider during the evaluation process.

The Evaluation Office produces an annual report based on guidelines provided through the Chief Executives Board-Endorsed UN System Wide Action Plan on Gender Equality and the Empowerment of Women. The annual report is a meta-analysis of the quality of the integration of Gender Equality and Human Rights into all the evaluation reports produced by the EOU in any given year. The Evaluation Office assigns scores according to a methodology prepared by UN WOMEN, who validate the scores of all UN Evaluation Offices.

The Evaluation Office has also provided further guidelines for evaluation consultants on how to assess the extent to which gender aspects have been considered across the life of the project (design, implementation, monitoring reporting and evaluation).
