Senior Technical Consultant


Biography

Dr. Halla Sahely is a Professional Engineer and environmental specialist with over 25 years of experience in water and wastewater management, coastal water quality, and climate resilience in Caribbean Small Island Developing States (SIDS).

As Senior Technical Consultant with the UNEP Cartagena Convention Secretariat, she supports implementation of activities under the US EPA funded Capacity Development Project  on Water Quality in the Wider Caribbean Region, which includes strengthening national and regional capacity for water quality monitoring, pollution reduction, and reporting on State of the Marine Environment (SOCAR) indicators. 

Her work includes providing technical guidance to countries on monitoring programme design, data management, and indicator development, as well as supporting capacity development initiatives and training programmes to enhance national reporting and decision-making. She contributes to regional coordination efforts and facilitates engagement with government agencies, regional institutions, and partner organizations.

Dr. Sahely has extensive experience in climate change adaptation, integrated water resources management, wastewater policy and regulatory development, and ecosystem-based approaches to resilience. She has led and supported multi-country initiatives and stakeholder processes across the Caribbean, translating technical analyses into practical implementation strategies. 

She previously served as Manager/Water Engineer with the Government of St. Kitts and Nevis Water Services Department, where she was responsible for strategic planning, capital investment programming, and utility operations. 

Dr. Sahely holds a Ph.D. in Environmental Engineering from the University of Toronto, an M.Sc. from Stanford University, and a B.A.Sc. in Civil Engineering from the University of Ottawa. She is a licensed Professional Engineer (P.Eng.) in Ontario, Canada.
