Centralized Group Review of Biennial Transparency Reports (BTRs) for African LDCs
Advancing climate transparency and capacity-building under the Enhanced Transparency Framework (ETF)

The Centralized Group Review of Biennial Transparency Reports (BTRs) for African Least Developed Countries (LDCs) marks a significant milestone in strengthening climate transparency and reporting capacity across the region. This first-of-its-kind initiative brings together technical expert review processes with hands-on training on Technical Expert Reviews and use of Enhanced Transparency Framework (ETF) tools, creating a collaborative and practical learning environment.
The event is hosted by the Government of Rwanda through the Rwanda Environment Management Authority (REMA), in collaboration with the UNFCCC secretariat and key partners including the United Nations Environment Programme (UNEP), the CBIT Global Support Programme, UNDP, FAO, the Commonwealth Secretariat, and the Office of the LDC Group Chair.
This pilot responds to requests from four African LDCs – Burkina Faso, Malawi, Niger and Rwanda – to conduct their technical expert reviews in a centralized format. It aims to enhance efficiency, promote peer learning, and strengthen the quality and consistency of reporting under the ETF.
Over six days of expert-led sessions and practical exercises, participants; including technical expert review teams and country representatives will engage in both the review of BTRs and targeted training on technical expert reviews and use of ETF reporting tools.
Key discussion and training areas will include:
· Strengthening greenhouse gas (GHG) inventory reporting
· Tracking progress on Nationally Determined Contributions (NDCs)
· Reporting on support needed and received
· Enhancing technical review processes through collaboration
· Improving consistency and efficiency in transparency reporting.
The integrated approach of combining review and capacity-building is designed to foster collaboration, deepen technical expertise, and better prepare countries for future reporting cycles under the Paris Agreement.
By the end of the event, participants are expected to:
· Enhance their technical capacity in reviews, use of ETF reporting tools and methodologies
· Improve the quality and consistency of BTR submissions
· Strengthen collaboration and peer learning among African LDCs
· Gain practical experience in centralized technical expert review processes
As host, Rwanda along with Burkina Faso, Niger and Malawi who are also undergoing review, demonstrate leadership in climate transparency and reinforces the importance of regional cooperation, cost efficiency, and sustained capacity development in meeting global climate reporting obligations.
