Biography

Elca supports the development, management and implementation GEF Climate Change Enabling Activities Portfolio. She has 15 years’ work experience in Climate change, Environment and Natural Resource Management. She is currently supporting more than 85 countries, including SIDS and LDCs in meeting their national climate reporting obligation under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement through preparation of Biennial Transparency Reports and National Communications. 

Prior to Joining UNEP in 2014, Elca worked with an NGO as a Project Officer in charge of Environmental Governance where her main role was to undertake policy and advocacy work on Environment and Natural Resource Management among local communities in Kenya. Elca is Kenyan and holds a Master of Arts in Development Studies with Specialization in Environment and Agrarian Studies from Erasmus University, Rotterdam.
