The Thematic meeting (25-27 March 2026) will provide a platform for National Ozone Units (NOUs) and key stakeholders to exchange best practices, strengthen enforcement mechanisms, and address emerging compliance challenges under the Montreal Protocol and Kigali Amendment. By fostering regional cooperation and peer-to-peer learning, the meeting will enhance countries’ capacity to implement licensing and quota systems, improve customs enforcement, and integrate innovative approaches such as electronic licensing and risk profiling. This collaborative engagement is essential for sustaining compliance and mitigating risks of non-compliance, particularly in light of evolving obligations and the growing complexity of trade monitoring.
The Training for New National Ozone Officers (23-24 March 2026) is a strategic investment in institutional capacity building, aligned with Outcome 1 of the CAP Strategy: ensuring that NOUs effectively manage their national programmes. Frequent staff turnover and the appointment of new officers pose a significant risk to continuity and compliance. This training will equip newly appointed NOOs with the foundational knowledge and practical skills required to implement Montreal Protocol commitments, including project management, data reporting, and stakeholder coordination. It will also introduce participants to the Multilateral Fund’s operational modalities, compliance procedures, and emerging priorities, such as the HFC phase-down and integration of energy efficiency.
