As part of China’s HPMP Stage II Tranche 5 Activities, the Chinese Association of Refrigeration (CAR) will hold a training session for R-290 Room Air Conditioners for international master trainers, in cooperation with UNEP Compliance Assistance Programme, South Asia (SA) Network. Also invited to the training session are master trainers from other regional networks, i.e. Southeast Asia (SEA), West Asia and, Latin America.
Participants will be the Montreal Protocol Officers and representatives of the national RAC associations from the ECA network countries and interested CEIT countries. In addition, representatives of the Ozone Secretariat, Multilateral Fund Secretariat, implementing agencies, bilateral partners, regional and international partner organizations will be invited.
The objective of the meeting is to discuss restrictions on import and use of refrigeration, air-conditioning and heat pump (RACHP) equipment with high GWP and / or poor efficiency, and related enforcement mechanisms. Based on the discussion, ECA might consider related legislative and policy measures to enhance the HFC phase-down and energy-efficiency.
This workshop will contribute to fulfilling the recommendations of the Caribbean Network Meeting held in June 2024 when Countries voiced an emerging concern pertaining to the implementation of their HPMPs, and HFC phase-down phase under the Kigali Amendment. Countries in the Region face an aging Refrigeration Servicing Sector (RSS) where mature RAC Technicians are increasingly retiring from the RSS, creating unfilled gaps.
The overall objective of this thematic workshop is to strengthen the the capacity of the National Ozone Officers of the Southeast Asia Network and the Pacific Island Countries Network on management of used or unwanted controlled substances in a holistic approach starting from the beginning to the end of the life of substances.
The training is intended for RACHP specialists, students of refrigeration universities/colleges, and NOU representatives. Predictive maintenance is based on the condition of equipment and makes it possible to avoid breakdowns and performance drift without spending time on frequent site visits. Portable devices make measurements/verification of performance/troubleshooting of cooling systems. All participants received certificates, presentations and guidelines.
