PAGE in brief 

The United Nations Partnership for Action on Green Economy (PAGE) unites the expertise of five UN agencies – UN Environment Programme (UNEP), International Labour Organization (ILO), UN Industrial Development Organization (UNIDO), UN Development Programme (UNDP) and UN Institute of Training and Research (UNITAR) - to support national governments in advancing inclusive green economic transitions by integrating sustainability into long-term economic planning. PAGE aims to shift finance and investment for a just, circular and green economic transformation that improves human well-being with a focus on three essential elements of an inclusive green economic transformation:

  • Green Jobs and Just Transition
  • Circularity
  • Sustainable Finance 

PAGE has its entry points at the level of macroeconomic policy such as industrial, trade, labour and fiscal policies, and subsidy reforms. Read about the vision and strategy that guides PAGE. 

How does PAGE make a difference? 

So far, PAGE has supported 22 partner countries in placing sustainability at the heart of economic policy making combining policy support at national level with institutional capacity development, policy dialogues and knowledge creation.

PAGE operates as a global platform to inform policy debates, shape agendas, and build capacity through peer-to-peer learning and South-South cooperation. Through engagement in international forums — such as the Climate and Biodiversity COPs, G20, the UN Environment Assembly, the High-Level Political Forum, or the World Circular Economy Forum — PAGE links country experiences with global debates and advances frontier thinking on green jobs and just transition, circularity, and sustainable finance. 

PAGE partners with the United Nations Development Coordination Office to foster dialogue, strengthen capacities and facilitate exchange and peer-learning among countries and their respective UN Resident Coordinators’ Offices.

PAGE integrated approach 

PAGE’s integrated approach combines multi-agency collaboration, interconnected thematic pillars, and a focus on system-level reforms to advance inclusive green and circular economy transitions.

By convening diverse national stakeholders - government officials, labor representatives, business leaders, and civil society - and engaging a broad spectrum of ministries - such as Planning, Economy, Finance, Labour, Industry, and Environment - PAGE fosters inclusive policy dialogue and cross-sectoral alignment. 

This collaborative model supported by of a group of partners delivers coordinated assistance and positions green economy transformation at the center of global discussions on climate action, biodiversity, and the 2030 Agenda.

UNEP in PAGE focuses on reshaping financial flows into green economy initiatives, assisting countries in creating policies for sustainable economic transformation, aligning budgetary processes with sustainability goals, and advocating for sustainable public finance architectures. 

Through the inter-agency partnership, UNEP

  • Assists governments in developing and executing policies that encourage environmentally friendly economic practices prioritizing sectors that could stimulate future economic growth and sustainable development.
  • Develops tools for monitoring and evaluating the effects of various policy and investment choices related to the advancement of the green economy.
  • Supports countries in integrating sustainability into long-term economic planning and modelling, with an offer of tools that assess the impacts of environmental and fiscal policies on growth, employment, and inequality.
  • Enables informed decisions by governments that align with climate and biodiversity targets while promoting economic resilience and social equity.
  • Influences and informs global debate on the desired future, opportunities and challenges, motivating a worldwide transition towards inclusive green economy policies and practices.
  • Connects governments, the private sector, and expert institutions and initiatives to promote the development of financial systems that prioritize and incentivize sustainable investments.
