ECA Network delivers engaging online meeting 'Energy Efficiency Pilot Projects in motion – the why, how, who and when'

11 April 2024  – UNEP Law Division OzonAction’s Europe and Central Asia (ECA) network successfully organized its 33rd online meeting on 20 March 2024 , on the topic “ENERGY EFFICIENCY PILOT PROJECTS IN MOTION – the why, how, who and when.” The meeting focused on the Multilateral Fund Secretariat’s funding window for energy-efficiency pilot projects.

The 93rd Executive Committee meeting approved seven energy-efficiency pilot projects.  In the ECA region, two pilot projects were approved for Kyrgyzstan and Turkmenistan. In addition, two other countries from the ECA region have included such projects in the business plan.

The expert speakers at the online meeting delivered insightful, informative, and engaging presentations.

Mr. Patrick Blake and Mr. Marco Duran from UNEP United for Efficiency (U4E), dove deep into the key components in pilot projects to transform markets to energy efficient and low GWP cooling.  The extensive intervention enabled discussion on integrated policy approaches, methodologies, market analysis, market and impact assessments given with specific country examples, impact assessments of MEPs and the importance of adoption of MEPs.  Moreover, country saving assessments/opportunities were explained, along with the tools to support market transformation but also financing and business models to incentivize this, as well as market compliance and how a product registration system works.   

The second presentation was delivered by Mr. Bernhard Siegele and Ms. Isabel Airas from GIZ Proklima, supporting the implementation of the Montreal Protocol. The comprehensive intervention not only provided the technical background and aspects related to energy efficiency but also shared in-depth GIZ Proklima’s experience and recommendations in conceptualizing and implementing energy efficiency projects, the “how” to develop energy efficiency projects.

The energy efficiency pilot projects in the context of Kigali HFC Implementation Plans (KIPs), investment projects or sector plans in the manufacturing, assembly / installation and servicing sectors can be submitted up to the 96th meeting of the Executive Committee.  The projects would be considered on a case-by-case basis and should aim to have broad replicability within the country, region or sector and should take into account regional and geographical distribution.

The 33rd online meeting was facilitated by Ms. Natasha Kochova, UNEP Law Division OzonAction, and was attended by more than 80 participants.  Simultaneous English – Russian interpretation was provided. The meeting produced interest in a number of U4E resource publications, some of which might be translated into Russian language.
