UNEP had contracted an independent evaluator to evaluate UNEP's main project to engage with Major Groups and Stakeholders (MGS).

Established in January 2010, the project was designed to facilitate the participation of MGS in UNEP's work at the policy and programmatic level, thus improving the impact and quality of UNEP's overall work.

The project created a platform that enabled MGS to engage in policy dialogue, participate in multilateral environmental negotiations and influence environmental decision‐making.

The project also aimed to ensure that an increasing number of MGS participated effectively in the governance debate at UNEP and in the implementation of UNEP’s programme of work, and that new strategic partnerships were formed with MGS.

It was implemented by UNEP's Major Groups and Stakeholders Branch.
