The Clean Energy Ministerial (CEM) is a high-level global forum to promote policies and programmes that advance clean energy technology, to share lessons learned and best practices, and to encourage the transition to a global clean energy economy. Initiatives are based on areas of common interest among participating governments and other stakeholders. The Framework for the Clean Energy Ministerial, reaffirmed at the twelfth Clean Energy Ministerial in 2021, defines the CEM governance structure and outlines the mission statement, objectives, membership, and guiding principles.

The CEM brings together a community of the world’s largest and leading countries, companies and international experts to achieve one mission –accelerate clean energy transitions. The CEM is an international clean energy leadership platform, a convening platform, an action platform, and an acceleration platform. It serves as:

  • a platform where its members help shape the global clean energy agenda, and advance the deployment of specific clean energy technologies and solutions.
  • a bottom-up, government-led community for exchanging knowledge and insights, building networks and partnerships, and facilitating coordinated actions on clean energy.
  • an implementation vehicle that helps its members to achieve specific domestic clean energy objectives.

The CEM builds global action coalitions to achieve clean energy goals and advance their transitions. The CEM operates through three key pillars:

  • CEM Ministerial: An annual meeting of its ministers, partners and community.
  • CEM Work Programme: A combination of international campaigns and initiatives spanning the clean energy spectrum.
  • CEM Secretariat : A small, flexible team that serves the ministerial, all workstreams and members

This year, the CEM-14/MI-8 is hosted this year by the Ministry of Power, Government of India.

Title: High Level Dialogue on Sustainable Cooling

Description:

To facilitate access to sustainable cooling solutions, there is an urgent need for international collaboration to foster public-private deployment for solutions like: district cooling, cold chains, passive cooling, super-efficient cooling appliances, and other measures.  Policymakers can incentivize businesses to create energy-efficient cooling products and ensure that sustainable cooling is considered during planning and designing sectors like energy, urban and cities, transport, agricultural, and health services.

In this session Ministers, CEOs and representatives from civil society will highlight recent international efforts from the public, private, and non-profit sectors to accelerate political commitments and cross-border implementation to address the common cooling challenges. It will also provide an opportunity to further develop and strengthen the commitments for the global cooling community.

 

Objectives: 

  • Enhance public and private sector commitment to the innovation, investment, technology dissemination and policy deployment in order to promote sustainable cooling and to provide access to cooling solutions that are energy-efficient, affordable, and environmentally friendly, while fulfilling the cooling needs of the population.

Title: Collaboration for Advancing Global Action on Sustainable Cooling

Description:

The UAE COP28, this year, highlighted sustainable cooling as a priority topic of discussion while encouraging global action. The COP and global events as a lead up to COP28, present a unique opportunity to reflect on the needs of heat-stressed countries; for climate friendly and sustainable cooling and to strengthen and scale response and preparedness to extreme heat. It is an opportunity to take collaborative steps forward, for developing sustainable solutions through discussion with the aim to fast-track and scale implementation for building resilience to extreme heat. Along with this, it will help promote efficient and climate-friendly cooling solutions, aligned with India’s Lifestyle for Environment Initiative (LiFE). COP28 is an opportunity to refocus on the cooling needs of heat stressed, high impact, developing countries such as India. It is also an opportunity to demonstrate leadership and encourage collective action on climate friendly cooling solutions.

This side-event hosted by the Bureau of Energy Efficiency (BEE) in partnership with Natural Resources Defense Council (NRDC India), UNEP led Cool Coalition will bring together representatives from countries to discuss the following:

  • Barriers and solutions to scale preparedness plans & response strategies to heat
  • Solutions for efficient and climate friendly cooling in heat stressed & developing countries
  • Options for collaborating and identifying specific action points in the short and long term in the global agenda that will highlight cooling and heat resilience
  • Develop a joint global agenda for climate-friendly cooling aligned with the LiFE initiative

Title: Sustainable cooling for a just and equitable energy transition

Sustainable cooling is essential for meeting climate and Sustainable Development Goals (SDGs), or what is increasingly discussed as a "sustainable, just and equitable energy transition". For the 736 million people living in extreme poverty and the roughly similar population without access to electricity, this represents a great challenge – one increasingly recognized and becoming a subject for climate finance.

The importance of sustainable cooling as a condition for the SDGs and climate goals appears belatedly to be receiving the attention it deserves. But with the clock ticking on the SDGs and a closing window for meeting the Paris climate goals, we have to move faster. This means rapidly scaling up investment in innovative cooling technologies and business models that make lifesaving cooling solutions affordable for all - and sustainable for the planet. In a warming world, we cannot deliver a sustainable, just and equitable energy transitions without them.

Presenting the latest data from Chilling Prospects 2023, this session organized by UNEP-led Cool Coalition and SEforALL, will bring together government representatives, private sector representatives, and philanthropies to showcase best practices to date and  what is needed to accelerate climate finance for access to cooling.

Title: International Cooperation for a resilient and decarbonized building sector: near zero emission, emission-free/energy positive

Description:

The building and construction sector is responsible for ca. 37% of energy related CO2 emissions, and 34% of final energy use. Buildings should take into account a whole life cycle approach, requiring first low-carbon, passive and climate-proof design, complemented by sustainable energy and low-cost efficient equipment to make them energy positive buildings.

This Side Event will explore international collaboration in the building sector, identify gaps and areas for urgent action and discuss next steps to accelerate progress towards near-zero emission and resilient buildings.   • Overview of existing landscape for action on buildings decarbonisation
  • Presentation of the “Call for a Buildings Breakthrough at COP 27” and follow up
  • Architecture and Energy Systems for Energy Positive Emission-Free Buildings and Campuses
  • Roadmap towards Energy Positive and Emission-Free Buildings and Campuses
  • Discussion of the preliminary recommendations in the sector for the upcoming 2023
  • Breakthrough Agenda Report, followed by exchange on potential related international actions
  • Discussion of an opportunity for an “Global Forum on Buildings and Climate” in March 2024. Discussion on goals and potential outputs
