This interactive session, co-hosted by IISD/NAP Global Network, CARE, FANRPAN, and UNEP, explores how strengthened institutional arrangements can scale up the implementation of Community-Based Adaptation (CBA) and Locally Led Adaptation (LLA). While CBA and LLA are increasingly recognized in National Adaptation Plans (NAPs) and have demonstrated effectiveness, barriers such as limited finance, weak policy frameworks, and inadequate coordination continue to hinder their widespread adoption—especially among the most vulnerable communities.
The session will spotlight real-world examples from Southern Africa and beyond, showcasing how governments and civil society have successfully embedded CBA and LLA into national systems through innovative multilevel governance, local leadership, and integrated adaptation planning. Participants will hear from experts, explore case studies, and engage in peer learning activities to better understand how these enabling factors drive effective, inclusive adaptation outcomes.
By encouraging knowledge exchange between country representatives and civil society organizations, the session aims to build a deeper understanding of how to design and support institutional arrangements that facilitate scalable CBA and LLA. Participants will leave with practical insights into strengthening NAP implementation, empowering local actors, and advancing multilevel coordination mechanisms for adaptation.
