What: The adoption of the Post - 2020 Global Biodiversity Framework (GBF) at CBD COP15 will include the definition of a complementary package to goals and targets, including commitments on resource mobilization, capacity building, technology transfer and transparency. Innovative solutions and strategic partnerships need to be put in place to ensure ambition and accelerate the GBF implementation through NBSAPs after its adoption, based on successful practices from other related processes, such as the NDC Partnership created in the climate change arena.

A coalition of high ambition stakeholders (government partners, implementing organizations and IPLCs, private sector, civil society) is needed in order to channel support for the accelerated implementation of the GBF through high ambition and high quality National Biodiversity Strategies and Action Plans (NBSAPs), aiming at halting and reversing biodiversity loss through transformational change. A Task Force of countries and stakeholders has been put in place in order to develop a proposal for the establishment of an NBSAP Partnership.

The NBSAP Partnership would constitute a flexible matchmaking platform of high ambition stakeholders to harness financial and non-financial resources from all sources, and to share knowledge and best practices from its members, to provide the necessary tools for the accelerated NBSAP implementation. The mechanism would mobilize biodiversity action by supporting priority NBSAP actions on a country-driven basis, including national biodiversity finance plans. The Partnership will provide members with a global network of knowledge, technical assistance and other financial and non-financial resources to support biodiversity accelerated action. The Partnership will also support Parties in raising the political profile of NBSAPs as whole-of-government and whole-of-society instruments for sustainable development.

The Launch of the NBSAP Partnership will signal a key milestone in the development of a proposal to strengthen the institutional architecture to support the international community in catalyzing biodiversity accelerated action for the delivery of GBF commitments. The event will consist of a set of panels with a line up of High Level representatives from governments, intergovernmental organizations, civil society, IPLCs, the private and financial sectors, multilateral development banks, MEAs high level representatives and other key stakeholders to reaffirm their commitment on biodiversity action through the use of NBSAPs as priority sustainable development instruments to halt and reverse biodiversity loss by 2030. Participants in the Launch of the NBSAP Partnership will reaffirm their political commitment and support to establish and put into operation this platform, in order to catalyze NBSAP enhancement and implementation, increase the political uptake of the GBF and the NBSAPs as sustainable development and economy wide instruments, and strengthen international collaboration and trust for disruptive change in biodiversity action.
