Road to COP30: The Issue-Based Coalition for Climate Change and Resilience StrategyA Collaborative Approach to Advancing Climate Resilience and Mitigation in Latin America and the Caribbean

Context:As the world prepares for COP30 in Belém, Brazil, the UN Issue-Based Coalition (IBC) on Climate Change and Resilience in LAC is mobilizing collective efforts to strengthen climate action. This initiative responds to the urgent need for integrated and inclusive approaches to adaptation, resilience, and sustainable development, especially in a region heavily impacted by climate risks.

What We Aim to Achieve:

  • Develop and present a unified set of key messages to guide UN engagement at COP30
  • Promote dialogue and knowledge exchange through a series of five thematic webinars
  • Ensure regional and local priorities from Latin America and the Caribbean are reflected in global climate agendas
  • Encourage multisectoral, inclusive contributions from UN agencies and partners

Organizers:Led by UNEP and UNDRR, the Issue-Based Coalition brings together 21 UN agencies working on climate change, disaster risk reduction, and sustainable development in Latin America and the Caribbean.

About the Series:Road to COP30 is a five-part webinar series designed to co-create the IBC’s contribution to COP30. Each session will tackle key themes such as adaptation, finance, policy coherence, stakeholder inclusion, and UN coordination—feeding into a regional Key Messages Document to be shared with RCs and UNCTs by October 2025.

Strengthening climate governance and institutional frameworks is key to accelerating the implementation of Nationally Determined Contributions (NDCs) in Latin America and the Caribbean. Despite strong commitments, the region continues to face coordination and financing gaps that slow progress. This webinar will explore how more coherent, transparent, and inclusive governance can unlock investments and drive action across sectors—placing countries on a more resilient and sustainable path ahead of COP30.

Objectives

  • Identify barriers and governance gaps in the implementation of NDCs.
  • Present tools and institutional strategies—such as the “Institutional Triplet”—to strengthen climate finance coordination.
  • Share country experiences and lessons learned from advancing institutional frameworks.
  • Highlight transparency as a governance tool to mobilize financing and track progress effectively.

Government institutions, UN agencies, private sector actors, civil society organizations, and all stakeholders engaged in NDC implementation and climate governance in Latin America and the Caribbean.

Linking Article 6 and the NDCs to the achievement of climate and sustainable development objectives

To raise awareness of the opportunities that can be taken advantage of under the potential linkage of Article 6 of the Paris Agreement (PA) and the NDCs of the countries in the Latin American and Caribbean region. In addition, the webinar will seek to facilitate the exchange of experiences and best practices in relation to the implementation of initiatives under development that seek to contribute to the achievement of climate and sustainable development objectives.

Objectives

  • Understand the last updates on NDCs and potential synergies with initiatives framed under the Article 6 of the PA
  • Present the progress and challenges that countries have experienced in relation to the implementation of the Article 6
  • Highlight how it is possible to increase climate ambition derived from the carbon finance mechanisms

Strengthening NDCs: A Look at National Adaptation Plans (NAPs)

UNEP and UNDRR, on behalf of the Issue-Based Coalition on Climate Change and Resilience for Latin America and the Caribbean, which brings together 21 UN agencies working on climate, disaster risk reduction, and sustainable development in the region.

Objective:

  • This webinar aims to raise awareness of how countries in Latin America and the Caribbean are aligning their National Adaptation Plans (NAPs) with the third generation of their Nationally Determined Contributions (NDC 3.0). It will facilitate the exchange of experiences and best practices related to national planning, interinstitutional coordination, and financing opportunities to enhance climate ambition in the region.
  • Understand how countries in LAC are aligning their NAPs with updated NDCs to ensure coherent and effective climate action.
  • Exchange experiences on planning processes, governance mechanisms, and territorial integration.
  • Identify financing opportunities to turn national commitments into actionable and investment-ready goals.
  • Highlight tools and approaches to integrate human rights, environmental protection, and climate justice into national planning processes.

Target Audience
UN agencies, Resident Coordinators, national governments, civil society, private sector actors, and other stakeholders working on adaptation and NDC implementation in Latin America and the Caribbean.
