Description

On the 9 June, the Joint Bureaux of the United Nations Environment Assembly, consisting of the Bureau of the Committee of Permanent Representatives and the United Nations Environment Assembly Bureau will convene a face-to- face in Puntarenas, Costa Rica, for the second time since the Second United Nations Environment Assembly (UNEA-2) was held in May 2016.

The United Nations Environment Assembly Bureau consists of 10 members (one President, eight Vice-Presidents and one Rapporteur), with two members representing each of the five UN regional groups of Member States. The current Bureau members have been elected by the UN Environment Assembly at its 2nd Session, and will hold office until their successors are elected at the end of the third United Nations Environment Assembly. The mandate of the UN Environment Assembly Bureau is to assist the President in the general conduct of business of the Assembly during the inter-sessional period and when the Assembly is in Session.

The members of the UN Environment Assembly Bureau will be joined by the Bureau of the Committee of Permanent Representatives to hold the Second Preparatory Retreat for the 2017 UN Environment Assembly Joint Bureaux. The Bureau of the Committee of Permanent Representatives consist of five members (one Chair, three Vice-Chairs and one Rapporteur), with one member representing each region. It leads the Committee of Permanent Representatives, comprised of all accredited Permanent Representatives to United Nations Environment Programme (UN Environment). Its members are elected by the Committee for a period of two years.

During the Second Preparatory Retreat for the 2017 UN Environment Assembly Joint Bureaux both Bureaux will strengthen their cooperation and closely collaborate on the various preparations that need to be undertaken for the Third Session of the UN Environment Assembly, such as identifying relevant themes and defining ways to include major groups and stakeholders, and engagement with the private sector.

The Preparatory Retreat will address the following issues:

      (a) Opening of the Preparatory Retreat;

      (b) Stocktaking on Preparations for the Assembly;

      (c) Preparations for the Open-Ended Committee of Permanent Representatives & Committee of the Whole

      (d) Private Sector engagement in the UN Environment Assembly;

      (e) Main recommendations from the Executive Director’s Background Report on pollution;

      (f) Consultations on the Ministerial Declaration;

      (g) Political Visibility of the Assembly; and

      (h) Closing of the Preparatory Retreat.

It is also expected that the Second Preparatory Retreat for the 2017 UN Environment Assembly Joint Bureaux will result in a Zero Draft of the Ministerial Declaration for the 2017 Environment Assembly.
