Description: 

Co-hosted by the COP28 Presidency, UN-Habitat and the UN Climate Change High-Level Champion for COP28, the second Ministerial Meeting on Urbanization and Climate Change will be the high-level event of the COP28 Multilevel Action, Urbanization and Built Environment Day on 6 December 2023. The Ministerial Meeting will convene Ministers of Housing, Urban Development, Environment Finance, and other portfolios; local and regional leaders; financial institutions; non-government organizations; and other stakeholders to articulate a suite of multilevel actions for sustainable urbanization across sectors including buildings, waste, transport, water, energy, and nature.

The recommendations will be carried forward to inform COP28 outcomes, including the Coalition for High Ambition Multilevel Partnerships (CHAMP) launched by the COP28 Presidency and Bloomberg Philanthropies. The Ministerial Meeting will (i) reinforce mechanisms for multi-level climate action to achieve the targets of the Paris Agreement; (ii) identify and strengthen levers to increase and accelerate deployment of climate finance for cities and local governments to respond to the climate crisis. The Ministerial Meeting will showcase frontrunner countries with strong urban content in their NDCs and other policies, as well as cities and other climate actors who have successfully localized net-zero and climate resilience plans.. The Ministerial Meeting can additionally serve as a platform for national governments to announce commitments to multilevel climate action, including responding to the call to join the Coalition for High Ambition Multilevel Partnerships (CHAMP) initiative launched by the COP28 Presidency and Bloomberg Philanthropies.
