The Intergovernmental Council for Buildings and Climate (ICBC) was formalised at COP29 to implement Article 7.2 of the “Chaillot Declaration”, adopted at the first Buildings and Climate Global Forum (Paris, March 2024). Forty-seven governments have joined the ICBC as members and seventeen as observers. The Council’s first ministerial meeting will take place during COP30 in Belém.

The Global Alliance for Buildings and Construction (GlobalABC), launched at COP21, serves as the climate platform for the entire buildings and construction value chain. UN Environment hosts the GlobalABC secretariat and coordinates the ICBC.

Brazil, France and Kenya – the ICBC co-chairs for 2025-2027 – invite Party representatives to an information meeting on the Council’s roadmap to COP30 and its two priority workstreams for 2025: finance and sustainable housing.
