Reliable climate and weather data are vital for early warnings, resilience, and effective climate action. Yet less than 10% of required surface observations come from Least Developed Countries (LDCs) and Small Island Developing States (SIDS).

The Systematic Observations Financing Facility (SOFF), co-created by WMO, UNDP, and UNEP, provides long-term grants to close this data gap, supporting the UN Secretary-General’s Early Warnings for All initiative.

At COP30, the SOFF High-Level Event will launch the 2025 SOFF Action Report, announce new donor pledges, and highlight how investments through SOFF are helping LDCs and SIDS strengthen resilience to climate change.
