UNEP’s International Methane Emissions Observatory (IMEO), in collaboration with the European Union Delegation to Libya and Libya’s National Oil Corporation (NOC), is co-organizing a consultation workshop on Methane Monitoring and Abatement: Strengthening Libya’s Readiness for Methane Mitigation and OGMP 2.0 Implementation.

 

This workshop is designed to strengthen the institutional and technical capacity of Libya’s NOC and its subsidiaries to monitor, report and reduce methane emissions across the oil and gas sector, while fostering leadership engagement and institutional commitment to advancing methane emissions management.

 

National Oil Companies have an essential role to play and a significant opportunity in methane mitigation, as they collectively represent over two-thirds of global oil and gas reserves. Reducing methane emissions delivers immediate climate benefits while improving operational efficiency, reducing product losses, enhancing energy security, and strengthening long-term competitiveness.

 

Following Libya NOC’s recent decision to join the Oil and Gas Methane Partnership (OGMP 2.0), the workshop represents an important milestone in supporting the implementation of the world's leading methane reporting and measurement framework for the oil and gas sector. It will strengthen institutional coordination, enhance measurement, reporting and verification (MRV) readiness, and identify practical pathways for progressively advancing toward higher levels of methane emissions reporting.

 

The workshop also reinforces Libya NOC’s engagement with UNEP’s Methane Alert and Response System (MARS), enabling the NOC and its subsidiaries to better coordinate responses to satellite-detected methane emissions and translate these observations into effective mitigation actions.

 

The programme will feature tailored sessions delivered by UNEP’s IMEO, alongside presentations on the European Union-funded methane project supporting Libya’s oil and gas sector. It will combine technical presentations with interactive consultation sessions to identify priorities, address implementation challenges, and develop practical recommendations for strengthening methane management across the NOC and its subsidiaries.

 

Beyond capacity building, the workshop directly supports Libya’s national efforts to improve methane emissions management and align with international best practices. It contributes to the objectives of the Global Methane Pledge and supports Libya to continue responding to evolving international expectations, including emerging methane-related requirements in global energy markets, while advancing the country's long-term climate and energy objectives.
