• Overview

UNEP’s International Methane Emissions Observatory (IMEO) will host a workshop on Measurement, Reporting and Verification (MRV) for the Nigerian oil and gas sector in September. The activity focuses on UNEP's Oil and Gas Methane Partnership 2.0 (OGMP 2.0) emission reporting framework, which advances mitigation through high-quality measurements.

The workshop is offered through the Nigeria Methane Emissions Reduction Pilot Programme (NiMERP), a project funded by the European Union Delegation to Nigeria and implemented by UNEP’s IMEO in collaboration with the Government of Nigeria.

The only measurement-based framework for the industry, OGMP 2.0 is recognized as the global standard for methane MRV. The workshop will equip Nigeria with best practices for monitoring and reporting methane emissions and support the country's ability to comply with upcoming European Union methane requirements for oil and gas imports. IMEO will help participants identify existing regulatory levers and gaps, providing recommendations to strengthen the methane MRV framework in Nigeria.

Through NiMERP, IMEO is also supporting a baseline study in Nigeria, led by Queen Mary University of London, to quantify methane emissions across multiple sectors in the country. The workshop will explore how this data can contribute to MRV and drive mitigation in Nigeria.

With the participation of the European Union, the UNEP-convened Climate and Clean Air Coalition and Queen Mary University of London, UNEP’s IMEO will convene representatives from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Nigeria Council on Climate Change (NCCC), Department of Climate Change of the Federal Ministry of Environment in Nigeria (DCC), Nigerian National Petroleum Corporation (NNPC) and Ministry of Petroleum Resources of Nigeria (MPR).

The workshop builds on UNEP’s growing collaboration with Nigeria through IMEO, from supporting scientific research to enabling mitigation through IMEO’s Methane Alert and Response System (MARS), which issues satellite-based alerts on major emission events. The event will advance the objectives of the Global Methane Pledge, of which Nigeria is a signatory and IMEO a core implementing partner, empowering the country to deliver on its commitment to climate action.
