Belgrade, Serbia, 13 December 2024 - The members of UNEP’s Regional Network for Europe and Central Asia (ECA) were able to see the benefits of advanced refrigeration, air conditioning and heat pump (RACHP) technology firsthand during the 55th International HVAC&R Congress and Exhibition in Belgrade, which was organized by the Serbian Refrigeration Association KGH.
The Europe and Central Asia (ECA) Network implements enforcement–related activities since its inception in 2003 including regional enforcement meetings, border dialogues and a series of awards for Customs and Enforcement Officers. This year’s ECA network and enforcement meeting takes place in April 2024 in Tirana, Albania.
11 April 2024 – UNEP Law Division OzonAction’s Europe and Central Asia (ECA) network successfully organized its 33rd online meeting on 20 March 2024 , on the topic “ENERGY EFFICIENCY PILOT PROJECTS IN MOTION – the why, how, who and when.” The meeting focused on the Multilateral Fund Secretariat’s funding window for energy-efficiency pilot projects.

UNEP OzonAction released the technical brief on refrigerant cylinder labelling (English, Russian). It is recommended to implement mandatory labelling of refrigerant cylinders prior to the freeze of the HFC consumption at the baseline level. For most developing countries, the HFC freeze will start on 1 January 2024. This technical brief encourages Governments and National Ozone Officers to establish or amend national legislation requiring mandatory labelling of refrigerant cylinders and explains what information should be included in refrigerant cylinder labelling.

Technology roundtable on energy-efficient, ozone layer-friendly and climate-friendly technologies of Serbia’s Ministry of Environmental Protection and UNEP OzonAction.
Following an analysis of HFC baseline scenarios for Article 5 group 1 countries in the Europe and Central Asia (ECA) region, it appeared that most countries would not “automatically” meet the HFC freeze in 2024 without putting in place additional HFC policy and legislative measures. If countries allowed a fixed annual HFC growth rate of 10%, the resulting HFC consumptions in 10 out of 11 countries (91%) would exceed the freeze level in 2024.
This meeting has been organized by the Regional Montreal Protocol Network for Europe and Central Asia (ECA network) of UNEP Law Division's OzonAction Programme in cooperation with Ministry of Environmental Protection of Serbia, the national HVAC&R Association SMEITS / KGH and UNDP Serbia.
Torugart, Kyrgyzstan, 11 December 2019 The first X-ray equipment for trucks has been installed at the Torugart checkpoint in the Naryn province of Kyrgyzstan which is connected through the Torugart mountain pass with the Xinjiang region of China. It is one of the highest mountain roads of the country at an elevation of 3,752 meter above sea level and located in the Tian Shan mountains. The trade volume between China and Kyrgyzstan is estimated to be at least USD 2 billion per year.

ANTALYA, Türkiye, 10 October 2018.—Forty-seven experts including officials from 13 governments in Europe and Central Asia gathered in this Mediterranean city to identify opportunities and forge cooperation for promoting energy efficient cooling equipment in their countries and region. The catalyst for the gathering was the recent agreement of the Kigali Amendment to the Montreal Protocol on Substances the Deplete the Ozone Layer.
European and Central Asian countries, the Ozone Secretariat and implementing agencies of the Montreal Protocol met in Antalya to share information and lessons learned from their efforts to reduce the use of ozone-depleting and global warming chemicals.
