Biography

Alex Owusu-Biney is the UNEP-GEF Portfolio Manager for Biosafety responsible for the Development and Implementation of National Biosafety Frameworks in the area of Portfolio Management, task management and technical support to the UNEP-GEF Biosafety Projects.  In addition to the Global Support on Biosafety, he also provides Task Management Support to UNEP-GEF Projects in Africa, Asia-Pacific and Central and Eastern Europe

He has graduate training in molecular biology and biochemistry with more than 20 years professional experience in teaching, research and regulatory science in the area of Biotechnology/Biosafety Research (gene transfers), Development and Policy Advocacy, Food and Drugs Inspection,  Quality Assurance and Project Management, Information Technology (Networking and Software Development), Science and Technology Policy Analysis and Management and was a lead negotiator in the development and implementation of the Cartagena Protocol on Biosafety with substantial leadership/advisory support and consultancy experience at the national, regional and global level with several publications in his area of expertise.  

He has had international consultancy experience in the areas of Biotechnology and Biosafety in Africa, Asia and Central and Eastern Europe.  He is a recipient of several awards and fellowships including the International Leadership Programme of the US State Department and a Norad Fellowship on “Science and Technology in Africa: Policies and Institutions to Maximise Benefits from Biotechnology”.  He is an accomplished trainer on Biosafety, Biotechnology especially in the areas of Policy and Regulatory Affairs, Risk Analysis including Risk communication, detection and development of monitoring tools. Alex Owusu-Biney in based in the Ecosystems Division at UNEP Headquarters in Nairobi Kenya.
