Head of the Climate Mitigation Unit


Biography

Gabriel is Head of the Climate Mitigation Unit at the UN Environment Programme (UNEP), where he leads the organization’s work on nature-based mitigation. He also chairs UNEP’s Carbon Market Cluster, a multidisciplinary group working across voluntary and compliance carbon markets.

Since 2018, Gabriel has served as UNEP’s representative to ICAO’s CORSIA, closely following the technical and policy negotiations shaping the carbon market for international aviation. He is also Co-Chair of the Expert Panel of the Integrity Council for the Voluntary Carbon Market (ICVCM), where he contributes to advancing high-integrity carbon credit methodologies.

Through his work, Gabriel has developed deep expertise across both nature-based and technology-based carbon credits, with a particular focus on methodological integrity and market credibility. He is widely recognized for his expertise in jurisdictional approaches, permanence risk, and the interface between voluntary and emerging compliance markets.

Gabriel holds a degree in Biology from the University of Buenos Aires, a master’s degree in Economics from New York University, and a Ph.D. in Environmental Studies from the University of California, Santa Cruz.
