Biography

Guomei Zhou is Head of the Kunming Biodiversity Fund (Principal Coordination Officer) of UNEP. She provides overall coordination and operations on the Fund, supporting the implementation of the Kunming-Montreal Global Biodiversity Framework and biodiversity-related cooperation in developing countries.

Guomei has over 30 years of experience in environment and development within the Chinese government. She previously served as Director General of the Department of International Cooperation at the Ministry of Ecology and Environment (MEE), Director General of the Foreign Environmental Cooperation Centre at MEE, and Deputy Director General of the China-ASEAN Environmental Cooperation Centre at MEE. She also held senior positions at the Policy Research Centre for Environment and Economy (PRCEE).

She played a key role in supporting China’s hosting of the Fifteenth Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15). She contributed to policy coordination, international engagement, and stakeholder communication related to the negotiations and follow-up of the Kunming-Montreal Global Biodiversity Framework. She has been closely involved in the establishment and early operationalization of the Kunming Biodiversity Fund.

Guomei brings extensive experience in fund governance, strategic coordination, and multilateral partnership building. She works closely with governments, international organizations, research institutions, and other stakeholders to translate global biodiversity commitments into implementable programmes and cooperative initiatives. She holds a PhD degree in Environmental Science and Planning.
