Sustainable Solutions: Enhancing Chemical Management in Serbia
The Challenge
Serbia, despite its status as a signatory to numerous environmental conventions, has grappled with effectively implementing these agreements. The country lacked a functional database to track chemicals or waste movement across its borders or within its territory. Additionally, coordination among relevant agencies was lacking, while policies, strategies, and regulatory frameworks for guiding chemical waste management were non-existent.
The Project
The Serbia project, implemented by UNDP, aimed to empower the government and forge partnerships among stakeholders for effective chemical management. Objectives included crafting policies, establishing a national coordination mechanism, capacity building, and implementing an efficient information system. This initiative sought to elevate Serbia's chemical and waste management practices through an integrated approach.
The Impact
The project made significant strides in enhancing Serbia’s chemical and waste management practices. It streamlined data collection and reporting through the Joint Information System (JIS), promoting efficiency. Several trainings were organized for different users, including the focal points for the Basel, Rotterdam, and Stockholm conventions.
By strengthening national institutions and establishing a national coordination mechanism, collaboration among stakeholders was facilitated, driving progress towards sustainable practices. Additionally, the project supported the development of crucial policies to synergize the implementation of the international conventions. Manuals for handling waste were also produced, including a manual on the control of illegal traffic of hazardous waste. More policies and guidance documents provided a roadmap for addressing mercury-related issues and improving waste management practices, aligning with Serbia's environmental goals.
