Fake pesticides, real problems: addressing Ukraine’s illegal and counterfeit pesticides problem

Project Summary

The project aims to improve chemical safety in Ukraine by strengthening national institutions and legislation for effective implementation of the Rotterdam Convention, and to build capacity for the detection and prevention of illegal trafficking and counterfeit chemicals, with a focus on pesticides that are subject to the provisions of the Rotterdam Convention, and pesticides for fumigation. This will be carried out by developing and enforcing a viable national policy on prior informed consent (PIC) and information exchange within the framework of the Rotterdam Convention,

Project Objectives

The project will undertake the following measures:

  • Set up an operational interagency working group on the Rotterdam Convention, which would formalize the procedures for the Convention implementation in Ukraine and address numerous existing gaps in its enforcement;
  • Develop capacity to counteract illegal trafficking of the pesticides subject to the Rotterdam Convention procedures, and pesticides for fumigation by conducting a number of training-the-trainer  workshops;
  • Draft a concept for an interagency tracking e-data system, and development of rules for application of pesticides for fumigation;
  • Institutional strengthening and raised awareness on the Rotterdam Convention and the risks of illegal trafficking of chemicals, through the development of an e-learning module on the Rotterdam Convention and an institutional strengthening / awareness campaign on illegal pesticides.
