In Transport

The UNEP Share the Road Programme, UN-Habitat, Global Green Growth Institute and the City of Kigali hosted the Africa Regional Forum for Action - Inclusive and Active Mobility in a changing Climate conference in Kigali, Rwanda in June this year. The aim of the forum was to address these long-standing issues and come up with an action plan for change. The convening brought together over 100 participants from senior level positions in government, civil society, the private sector and academia and was the first consultative meeting for PAAPAM. The aim was to build a regional convening of champions to discuss the way forward for the development of an action plan for Africa to make life better for people who walk and cycle in the next 10 years. Schedule of activities 

From January 2023 Africa’s 54 countries will be engaged in four regional forums to ensure practical knowledge sharing, the development of common priorities and setting of relevant performance indicators. The Plan is set to be drafted in time for COP28 in 2023. National governments championing the development of the evidence-based Action Plan include South Africa, Uganda, Zambia, Ethiopia, Kenya, and Rwanda. These countries are already implementing national policies which are delivering measurable benefits to people walking and cycling in places including Addis Ababa, Nairobi, and Kigali.

PAAPAM

Key stakeholder groups

The key stakeholders have been disaggregated into the following groups across the 54 countries – signatories, implementers, advocacy groups, thematic groups, and financiers – on the basis of their positionality within the active mobility system. The key stakeholder groups in the project are: 

  1. Implementers: The stakeholders that will deliver the projects committed to in the action plan – City government officials, Engineers, Urban Planners, and various Ministries such as the Ministries of Transport, Ministries of Housing and Urban Planning, Ministries of Environment, Ministries of Sport.
  2. Advocacy groups: The stakeholders that will advocate for specific commitments – NGOs, Disability rights Organisations, Women’s rights organisations, Road safety organisations, Active mobility users.
  3. Financiers: The stakeholders that will fund the delivery of the commitments, such as the development finance institutions, construction banks, Ministries of Finance, development aid organisations.
  4. Thematic groups: The global stakeholders that have expertise over specific commitments – The World Health Organisation, SLoCaT, The IPCC, UNICEF, Global Alliance of Road Safety NGOs, UITP.
  5. Champions: The selected stakeholders that will champion the ambition of the commitments and their achievement in specific regions and countries.

Get Involved

The PAPAAM process will now be spearheaded by UNEP Share the Road program.
