Ayşin Turpancı commenced her professional career as an independent lawyer registered with the Ankara Bar Association. In 2007, she joined the Turkish Ministry of Environment and Forestry (current Ministry of Environment, Urbanization and Climate Change) as a Legal Advisor, where she served for fifteen years in various capacities on domestic environmental law practices, international environmental law and national and international climate policy. With the establishment of the Directorate of Climate Change in 2021, Turpancı was appointed as Head of the Climate Negotiations and International Policies Department. She has been a dedicated member of the Turkish delegation in international climate negotiations and other relevant international forums such as the G20 and OECD more than ten years. Notably, she has served as the Rapporteur of the Subsidiary Body for Implementation (SBI) of the United Nations Framework Convention on Climate Change since 2018. She was elected a member of the Barcelona Convention Compliance Committee for the terms 2016-2020 and 2021-2025. She is the Chair of the Compliance Committee for 2024-2025.

Evangelos Raftopoulos is an Emeritus Professor of International Law at Panteion University of Athens, and the Founding Director of the MEPIELAN Centre, a UNEP/MAP partner since 2013. He serves as a Fellow at the Cambridge C-EENRG, University of Cambridge. Elected to the Compliance Committee of the Barcelona Convention system in 2019, he became Vice-Chair in 2022. As MEPIELAN Director, he contributed to the Mediterranean Commission on Sustainable Development (2016-2021). Raftopoulos was also a Visiting Fellow at Downing College, University of Cambridge (2015-2018), a Ford Foundation Scholar for Southern Europe in International Law at Yale University Law School, and served as a Special Legal Adviser to MAP/UNEP (1987-2010). He has been a Lawyer at the Athens Bar Association. With extensive experience in international negotiations and 13 authored books and numerous articles, he holds Ph.D. and LL.M. degrees from the University of Cambridge, among other qualifications. |

Mohamed Hamouda is an Associated Professor and Former Head of the Department of Environmental Sciences and Engineering at the Libyan Academy (2016-2020), as well as a Technical Advisor to the Environment General Authority for more than 20 years. Currently, He is a technical Environmental consultant at the Libyan Scientific Research Authority. Member of the administration of the Center of Sustainable Development responsible for training Dr. Hamouda has built up over years an experience in environmental management and Environmental Pollution Monitoring and Assessment, particularly in coastal and marine Environments. He also has represented his country in many international and regional environmental conventions, protocols, Global Initiatives, meetings, and projects. |

Xenia I. Loizidou A civil/coastal engineer. For 30 years she has worked in more than 50 countries as a researcher, european and international expert and mentor in the fields of natural systems management, coastal and marine environment and dynamics, marine litter, climate change, gender issues, blue and green growth/economy, stakeholder involvement and participatory decision making, sustainable development strategies, policies and practices. She believes in the importance of introducing innovation into research and development processes and implement non-conventional forms of action as the way towards sustainability. She is the mother of two daughters. |

Mario Šiljeg holds a Ph.D. in Chemical Engineering from the University of Zagreb, with a scientific and professional focus on water-related environmental engineering, including drinking water treatment, industrial wastewater management, and integrated water resource sustainability.
Throughout his career, Dr. Šiljeg has built a strong work experience in scientific research and applied engineering, but also practice in high-level environmental governance as a Deputy Minister for Environment and Nature Protection and later as State Secretary at the Ministry of Environment and Energy. Alongside his professional roles, he is an Associate Professor at University North, actively engaged in teaching and mentoring, which complements his scientific and policy expertise in the field of water management. Up to date, he has etablished numerous scientific papers published in current content journals and contributed to the development of science. As Director of the Water Institute Josip Juraj Strossmayer in Zagreb, Dr. Šiljeg leads scientific and strategic initiatives in the field of water management. He coordinates multidisciplinary research teams, promotes innovation in water protection and treatment technologies, and contributes to the development of evidence-based policies at both national and international levels. A strong focus on integrating scientific methodology with practical solutions to ensure sustainable and resilient water systems is a central goal of Dr. Šiljeg’s work, guiding both his research and leadership within the water management sector. |
