Accessing all relevant information on draft resolutions and decisions during UNEA-7:

  • for Member States, IGOs and UN entities

Submitted draft resolutions/decisions will be made available on the e-Proposals module on the e-deleGATE platform (replacing the resolutions portal). All relevant information including contact details of the focal points for the main proponents of the resolution, co-sponsors, concept notes, secretariat technical notes and different versions of the draft will be made available on e-Proposals.

Delegates wishing to receive timely communication on the draft resolutions and decisions to be considered by UNEA-7 need to have an account on e-deleGATE and should contact the access administrators nominated by their delegations to be granted access to e-Delegate.

Users of e-Proposals should not disseminate, publicize, link to external sites, or circulate in any form the contents in this platform, including the draft resolutions and decisions, as well as textual proposals or position papers relating to those drafts.

  • for Non-Governmental Organizations

Access to e-Proposals is possible via e-link for members of the Major Group Facilitator Committee and for the Major Group draft resolution contact points.

Announcing and submitting a draft (for Member states only)

All draft resolutions and decisions should be submitted by the main proponent via the “e-Proposals” module on the e-deleGATE platform no later than Monday 29 September 2025, 10 weeks in advance of UNEA-7 pursuant to UNEA decision 6/7 and as indicated in the CPR based review.

Before submitting your draft, kindly peruse the UNEA-7 guidance on the submission of draft resolutions and decisions, prepared by the UNEP secretariat and endorsed by the UNEA and CPR Bureaux at a joint Bureaux meeting on 3 July 2025: 

The draft resolution should be submitted by the focal point(s) from the main proponent for the draft resolution, as their contact details will appear on the page of the draft.

In line with the guidance on the submission of draft resolutions to UNEA-7, the focal points from the proponent will be expected to make themselves available, preferably in person,  and at the seventh open-ended meeting of the CPR to be held from 1 to 5 December 2025 as well as during UNEA-7 to be held from 8 to 12 December 2025. They are also encouraged to be present / connect to the subcommittee meetings of the CPR during the intersessional period. See roadmap here

  

If two (or more) delegations are main proponents of a draft, the delegation submitting the draft in e-Proposals should indicate the other proponent as main sponsors.

Delegates who are granted access by their access administrators to the United Nations Environment Assembly module will have access to e-proposals. If you don't have an account, please get in touch with the e-deleGATE administrators for your mission or Ministry. If you don’t know who your administrators are, please contact us.

Co-sponsoring an existing draft (for Member states only)

Member States interested in co-sponsoring a draft resolution should log-in on e-Proposals and record their co-sponsorship directly on e-Proposals once the draft has been made available. e-Proposals is where all co-sponsorships will be recorded.
