Co-hosted by the COP30 Presidency and Bloomberg Philanthropies, the COP30 Local Leaders Forum will bring together mayors, governors, and subnational leaders from around the world to showcase how local action drives global climate progress. As part of COP30’s Global Mutirão, the three-day forum will highlight innovative local solutions, strengthen partnerships, and advance a unified subnational climate agenda. 

The event will feature the 2025 Bloomberg Philanthropies Local Leaders Climate Awards and culminate with the Local Climate Action Summit, marking a decade of subnational leadership since COP21.

Monday, November 3

  • C40 World Mayors Summit (All Day): Brings together hundreds of mayors and local leaders at a pivotal moment, 10 years after the Paris Agreement and 20 years of C40, to put communities at the heart of climate action ahead of COP30 in Belém.
  • Amazon Cities Forum: A Regional Alliance towards COP30 (4:45–6:00 pm): Highlights Amazonian leadership, showcasing city-led innovations and collaboration driving resilient, sustainable development across the region.

Tuesday, November 4

  • C40 World Mayors Summit (All Day): Continues the global gathering of mayors and governors driving community-focused climate solutions in the lead-up to COP30.
  • Global States and Regions Summit (All Day): Convened by the Under2 Coalition, this event mobilizes states and regions to accelerate progress on energy, transport, nature, and finance, shaping a strong subnational contribution to COP30.
  • National Front of Mayors’ 88th General Assembly (8:00–11:00 am): Brings together Brazilian mayors to discuss governance, fiscal management, and climate leadership, strengthening local capacities for sustainable urban development.
  • America Is All In Solutions Exchange (12:45–1:45 pm): Showcases U.S. subnational climate leadership and cross-border collaboration, featuring mayors, governors, and tribal leaders driving emissions reductions and resilience.

Wednesday, November 5

  • CHAMP High-level Political Dialogue (8:00–9:30 am): A closed-door ministerial meeting hosted by Bloomberg Philanthropies, Brazil’s Ministry of Cities, and WRI to strengthen international cooperation and multi-level climate ambition ahead of NDC 3.0.
  • Coastal Mayors Exchange (8:00–9:30 am): Features coastal leaders, including the Coastal 500, advancing adaptation and resilience through nature-based and collaborative solutions.
  • Local Climate Action Summit (10:00–11:30 am): Gathers mayors, governors, and national leaders to celebrate a decade of local climate leadership since COP21 and advance a unified subnational agenda for COP30’s Global Mutirão.

Monday, November 3

  • C40 World Mayors Summit (All Day | Museu de Arte Moderna)
    UNEP participation in key sessions highlighting integrated urban adaptation, resilience, and nature-based solutions as part of the global city leadership dialogue leading to COP30.

Tuesday, November 4

  • Urban Planning: The Key to Livable Cities (9:45–11:00 am | Museu de Arte Moderna)
    UNEP-led session with C40, FNP, and AVSI Brasil announcing the launch of the IKI-funded “Climate Adaptation in Cities” project, promoting water-sensitive, climate-resilient urban planning in Brazil.

    UNEP participation to highlight pathways for transforming the built environment into a catalyst for low-carbon, inclusive, and resilient urban development.
  • Investors Roundtable – Unlocking Investment for Cities and Nature (12:45–16:00 | Closed-door)
    UNEP participation to present and promote financing opportunities for the Climate Adaptation in Cities initiative and other nature-based urban projects.

Wednesday, November 5

  • Canopy Pact Breakfast Meeting (7:30–9:30 am | Tijuca National Park)
    UNEP co-organizer with IPAM Amazônia, ICLEI, and partners. The meeting will advance the Canopy Pact roadmap from COP30 (Belém) to COP17 (Yerevan), fostering a city-led coalition to restore and protect urban and peri-urban forests.

    UNEP participation to support coordination among national and subnational leaders to strengthen international climate cooperation and multilevel action aligned with Paris Agreement goals.
  • Accelerating Climate Solutions for Small and Medium Cities’ Infrastructure to Achieve SDGs (12:00–13:30 | Museu de Arte Moderna)
    UNEP co-organized a session with UN-Habitat, C40, ICLEI, and Brazil’s Ministry of Cities. The event will present the Plan to Accelerate Resilient Urban Infrastructure under the COP30 Action Agenda and launch the SHIFT: Local Climate Action for Green Growth initiative.
