The NDC Action Project is a United Nations Environment Programme initiative that helps 10 partner countries translate their Nationally Determined Contributions (NDCs) into concrete strategies and actions, ready for implementation and financing.

NDCs represent the commitments of each country to reduce greenhouse gas emissions and adapt to the impacts of climate change.

The NDC Action Project is a joint initiative between UNEP and its collaborating centre, the UNEP Copenhagen Climate Centre (UNEP-CCC). It kicked-off in April 2019 and has been extended until December 2024. It is funded by Germany’s International Climate Initiative (IKI).

Thanks to its tailor-made technical assistance, the NDC Action Project fosters accelerated climate-friendly public and private investments in two sectors chosen by each partner country, with a balanced focus on climate change mitigation and adaptation.

The project facilitates the implementation of partner countries’ NDCs, strengthens capacity and governance by engaging key stakeholders, providing tailored training and facilitating multi-stakeholder consultations and decision-making.

The NDC Action Project supports the development of climate-friendly policies and programmes, green investment plans and draft proposals for climate funds. It provides science-based, policy relevant information through UNEP’s Emission Gap Reports.

Finally, partner countries are provided with practical knowledge products and decision support tools, such as step-by-step guidance for accessing sources of international climate financing to investment or de-risk investment in priority sectors. The project also provides a platform and opportunity for countries to share lessons at national, regional and global levels as they make progress to implement their NDCs.

Further, the project provides training to staff from national ministries, financial institutions and project developers, whether public, private or from civil society organisations, on key aspects of NDC implementation. We work closely with UN Resident Coordinators for all in-country activities and coordinate with the NDC Partnership and other support initiatives to ensure optimal use of available resources.

The NDC Action Project builds on three core principles:

  2. Balanced focus on climate change adaptation and mitigation 
  3. Integration of national development and climate change priorities
