Deliver-E

An industry-led alliance launched in October 2025 to accelerate the shift to zero-emission last-mile delivery vehicles with UNEP as Secretariat.

Overview 

Deliver-E is a coalition of major food and grocery delivery platforms working together to accelerate the shift to zero-emission delivery vehicles, starting with the rapid electrification of two- and three-wheeler operations in last mile logistics. The United Nations Environment Programme (UNEP) serves as the Secretariat, convening members, coordinating workstreams, and handling external communications.

Why Deliver-E 

Consumers are increasingly ordering online: e-commerce already accounts for more than 20% of retail sales globally and is still growing rapidly. By 2030, the number of delivery vehicles within inner cities is estimated to increase by 36% higher than in 2020, according to a 2024 UNCTAD report

Rising doorstep deliveries are creating fresh operational pressures for both cities and businesses. Unless cities and companies make changes in how they manage last-mile logistics, urban delivery emissions and traffic congestion are on track to increase by over 30% in the top 100 cities globally.  

The resulting pressure would increase overall traffic congestion by around 14%, raise healthcare costs by approximately 12%, and add about five minutes to daily commutes. Additionally, research shows that deliveries could account for 13% of overall city emissions by 2030.

At the same time, proven measures make the business case compelling. Switching from internal-combustion two-wheelers to e-bikes can reduce last-mile delivery costs by about a quarter while cutting emissions by about 90%. 

Consumer expectations are shifting in parallel: people are now placing growing value on having their purchases carried in zero-emission vehicles, with independent assessments finding that more than 70% of shoppers prefer sustainable delivery options.

Social impact: better livelihoods and local jobs 

Together, these platforms operate across 96 countries and record an estimated 6 billion delivery trips per year using 2-wheeler vehicles alone.  

The coalition's founding Charter unites members to “dramatically speed up the implementation of zero-emission deliveries by shifting to electric vehicles, bicycles and other means of zero-emission 2- and 3-wheeler deliveries, thereby unlocking economic, social, and environmental benefits for all stakeholders and the wider society.” 

By accelerating the shift to electric delivery vehicle fleets, members aim to strengthen driver livelihoods, improve street-level safety and noise conditions, and catalyse new local jobs across service, infrastructure, and software.

Members will work together through: 

  • Sharing best practices across different markets and operating contexts  
  • Tracking electrification progress transparently through annual reporting  
  • Developing solutions to common barriers facing the transition  
  • Building the evidence base through research and replicable case studies  
  • Accelerating adoption by improving access to viable zero-emission vehicles

UNEP's role (Secretariat) 

The UNEP Sustainable Mobility Unit serves as the Coalition’s Secretariat under the Global Electric Mobility Programme. The Secretariat develops coalition documents and studies; proposes activities for member decision; organizes meetings; engages prospective members and ecosystem partners; connects policy, technology and finance partners; supports delivery of workstreams; and manages Coalition communications.

Key themes for Year 1 (2025-26) 

  • Evidence & insights – Building the knowledge base through research and case studies that surface replicable approaches across different contexts. 
  • Technology & supply – Improving visibility of viable zero-emission vehicle options and addressing barriers around availability, cost and standards. 
  • Finance & scale-up – Exploring financing models, including carbon finance, to de-risk fleet transitions and accelerate adoption. 
  • Governance & communications – Establishing member-led decision-making processes for work plans, membership and communications, including an annual Coalition-level progress report.
