The resolution (5/14) requested the UNEP Executive Director to convene an Intergovernmental Negotiating Committee (INC) to develop "the instrument," which is to be based on a comprehensive approach that addresses the full life cycle of plastic, including its production, design, and disposal.
Ad-hoc Open-ended Working Group
In response to resolution 5/14, the UNEP Executive Director convened an Ad hoc Open-ended Working Group (OEWG) to prepare for the work of the INC. The meeting was held from 30 May to 1 June 2022 in Dakar, Senegal in a hybrid format.

First Session
The first session (INC-1) took place from 28 November to 2 December 2022 at the Punta del Este Convention and Exhibition Centre in Punta del Este, Uruguay.

The fifth session (INC-5) is scheduled to take place from 25 November to 1 December 2024 in Busan, Republic of Korea. The session will be preceded by regional consultations (date TBC).
