Updating of National Implementation Plans for POPs

UNEP assist countries to review and update their National Implementation Plan (NIP) in order to comply with reporting obligations (Article 15) and updating of National Implementation Plans (Article 7) under the Stockholm Convention. 

UNEP provides technical expertise and tools to facilitate information and data collection, compilation, validation and analysis, as well as the information exchange and transmission. As a result, enhanced communication and sharing information enable Parties to compare data and identify lessons learned and good practices.   

The Integrated Electronic Toolkit currently being developed by UNEP helps Parties fulfilling their Stockholm Convention obligations in a systematic and harmonized manner.

A full-size Global Environment Facility project entitled Global Development, Review and Update of National Implementation Plans (NIPs) under the Stockholm Convention (SC) on Persistent Organic Pollutants (POPs) was launched in November 2021 by the Chemicals and Health Branch of UNEP to reduce the dependency of external expertise and resources to develop and update National Implementation Plan (NIP) through strengthening the political environment and technical capacities of participating countries. It is meant to provide necessary guidance, instruments and tools for building a sustainable NIP review and update process and mechanism at national level, including sustainable national reporting mechanism.

The project includes a global component focusing on information exchange and capacity building on data collection, data management, data analysis (including validation), data application, and NIP implementation in partnership with the Stockholm Convention Secretariat, thereby ensuring an efficient use of resources.  

Furthermore, the project proposes the inclusion of an extensive knowledge sharing platform at both regional and global levels (building on the existing clearinghouse mechanism on the Basel, Rotterdam and Stockholm Conventions website). The aim of the knowledge platform is to ensure linkages among countries and between regions are made, issues and challenges of common concern are identified, and associated solutions are developed based on validated and objective data.

Past GEF Projects outcomes

During the two previous GEF projects Global project on the updating of National Implementation Plans for POPs and Global project on the updating of National Implementation Plans for POPs – add on to umbrella FSP project UNEP assisted 34 Parties* from all UN regions. These projects initiated and/or enhanced the relationship between Parties to the Stockholm Convention and their respective Regional Centers for technical support, building up or strengthening a long-standing relationship. 

  1. A regional and global assessment on the initial NIP development process to identify gaps and needs in regions and countries
  2. Development of an information exchange system (discussion forums, expert sessions, etc)
  3. Enhancement of the Stockholm Convention clearinghouse (in close collaboration with the BRS Secretariat) and facilitation of national reporting
