This report is a terminal evaluation of a UNEP GEF project implemented between 2009 and 2012. The report was a research project, partially supported by the GEF and implemented by the UNEP in partnership with FAO and UNIDO. The overall project objective was to identify and fully assess innovative, cost-effective and sustainable systems for the production of liquid biofuels for transportation and stationary applications, in order to enable the GEF and individual nations to set clear policies and priorities in this area and embark on investment-oriented projects. The evaluation set out to assess project performance; assess accountability requirements; and promote learning and knowledge sharing within UNEP and among partners
