This report is a terminal evaluation of a UNEP-GEF project implemented between 2004 and 2008. The principle focus of the project was the establishment of technical capacity within the region to undertake a cooperative framework to jointly identify, reduce and mitigate transboundary risks to the IAS occurring from land use changes and climate change. The evaluation sought to: Establish cooperation among the participating countries in addressing the issues related to the shared aquifer system; Promote scientific approaches as a basis for building cooperation among the countries; Increase the capacity of the participating countries in addressing the identified transboundary issues related to the shared aquifer system; and Establish a legal and institutional cooperation framework which can be firmly sustained by the participating countries.
